Background:- At the July 13 Council meeting, staff presented information and recommendations concerning the installation of hot air hand dryers in certain public restrooms. The installation costs were esti- mates and-staff rzquested Council action after more accurate installation estimates could be developed. Without unforseen price fluctuation§, the unit cost. for the. dryer.. is $140. The installation costs will vary at each site. To install hot air hand dryers at all beach restrooms, the following costs would be .involved: 24 restrooms with two hand dryers in each side = 48 @ $140 $ 6,720 Installation (average all sites) @ $175 each 8,400 $ 15,120 Estimated annual maintenance $ 1,000 To: Mayor and City Council =2- October 4, 1976 The present annual costs for stocking the restrooms with toilet tissue and paper towels is $14,933. Estimated cost to purchase and install hot air dryers in those park restrooms not now using paper towels: Douglas, Marine, Joslyn, Inspiration . Point, Senior Recreation Center, 900 block of Palisades Park, Los Amigos Park and Hotchkiss Park = 32 @ $140 $ 4,480 Total installation varies for each site 4,256 $ 8,736 Annual maintenance $ 700 The replacing of toilet tissue with paper towels would not materially change the present annual expenditures for materials, but would have an unknown. but increased expenditure effect upon labor and materials for plumbing repairs. The installation of hot air dryers .would reduce the-paper tissue cost approximately $1,b22 annually. Alternatives: 1. Continue present "mixed" approach of providing material to dry hands. 2. Install hot air dryers in all park and beach restrooms ($28,980) l'a : '~:ayor ann City Council -3- October 4, 19?5 3. Place paper towels in all park and beach restrooms. 4. Place paper towels in those park restrooms which now have toilet tissue for drying hands. 5. Place hot air dryers only in those restrooms without paper towels but are high in abuse of plumbing facilities (Pali- sades Park (3), Marine, Joslyn, Douglas, Los Amigos, Hotchkiss) __ 6. Continue-beach restrooms without-towe3-s or_tissue for drying- hands. Recommendation: Staff would recommend if Council considers the present approach inadequate that Alternatives ~~5 & 6 be adopted by Council and that $8,800 be appropriated from unappropriated Music, Adver- tising and Recreation funds to purchase and install hot air hand dryers in the designated park restrooms.
