This report covers a request to transfer encumbered funds from account
8521-920 (Structures and Improvements) to 8521--950 (Equipment) for the
purchase of a replacement beach tractor.
Background'
The City Ccuncil authorized the use of mechanical equipment for cleaning
the beach in 1964. -At-;that time'-a sanitzei-~ a. machine which=screens-
debris from-the-sand, was-purchased which consists:-of a tractor and the
screening equipment which is towed by the tractor. The sanitizer is
hydraulically operated and our 1904 model tractor is no longer capable of
adjusting the sanitizer to the varying depths of the sand. The tractor
is ten years old and several -repair attempts have been unsuccessful.
Funds Availabili~:
ine City Council in the 7.970-71 budget authorized the expenditure of
$36,000 for the construction of a beach restroom at Bay St-rest. I"nis
$36,000 was encu,abered that fiscal year for the preparation of plans
and speci.ficationsc -These plans were completed and snb?nitted to the State
Depar~ent of Par'_.cs and Recreation for review and approval. 'i_"nis was
granted in October, 1972. The California Ccastal Zone act of 1972 was
passed in I4ovember, 1972, requiring the preparation of an Fnviro:l-nental
Impact Report on th2s project. Council action through resolution 4351,
passed in April, 1973, -required review by the City Planning CeTrnissien.
The Planning Cor omission review -resulted in the project being stepped.
'Ine area of basic disagreement was location and design.
Inflation has noca made the completion of this project caith the encumbered
funds impossible.':,With the dire need for replacing tt~e tractor, it seems
more logical to transfer the encumbered funds rather than appropriate
additional funds in the 1975-76 budget.
Current Purchase Requested:
The tractor is a specialized piece of equipment and is manufactured only
upon order. It will take approximately I80 days to have a new tractor
delivered, Any lead time we can gain cn the purchase is to the advantage
of the City. The tractor will cos t_approximately $20,000:-=
