Subject: Extension of Operation Agreement -Santa Monica State Beach ,., ' Introduction: This report covers the requirements that must be met for continued control and operation of the Santa Monica beach, Background: In 1956 the City entered into an agreement with the State of California for the operation, development and maintenance of the Santa Monica State Beach. The agreement is for a period of twenty five years and expires in December, 1981. Provisions within the agreement require that: 1, The revenue received from the operation of the beach parking lots be spent on the beach. 2, That development and improvements must receive prior State approval. 3. That the beach is to be operated with complete access to the general public. 4. That a master plan is to be developed by the City of Santa Monica with prior State approval for the development of this beach. On May 9, 1974, the City Manager and the Director of Recreation and Parks met in Sacramento tioith the State Director of Park 'orb and his Chief Deputy to discuss the continued operation e ~ C~L beach by the City of Santa Monica. FoR Fi9.iN0. A telephone survey of several planning firms indicates the cost of the Master Development Plan would be approximately $60,000. The State has indicated that they will be willing to enter into a new agreement for an additional twenty five year term as soon as the preparation of the Master Development Plan is completed. Alternative Solutions: 1, Allow the present agreement to expire and not develop a master plan, This action could remove the operation and control of the Santa Monica State Beach from the City of Santa Monica. 2. Allow the present agreement to expire and try to negotiate a new one in 1981, This position would not allow any development or improvements in the interim period. The State has indicated that all improvements must conform to a master plan. Also, the political climate in 1981 will be different and could result in either a new agreement or no agreement. This is a very uncertain approach. 3. Authorize the implementation of a comprehensive Master Develop- ment Plan this fiscal year year with a completion date within the fiscal year. Enter .into anew agreement with the State as soon as the Master Plan is completed for a period of twenty five years. This would ensure City control over developments and usage of the beach and allow the citizens within this area to have an input in that process. Recommendation: 1. Authorize the implementation of a comprehensive Master Develop- ment Plan. 2. Appropriate $b0,000 for the hiring of a firm to develop this plan. Prepared by: Donald T. After discussion, Mr. de 1a Puente moved "THAT THIS COMMISSION RECOMMEND TO THE CITY COUNCIL THAT THEY AUTHORIZE THE UNDERTAKING OF A MASTER DEVELOPMENT PLAN FOR THE SANTA MONICA BEACH WITHIN THE CURRENT FISCAL YEAR AND ENTER INTO A NEW AGREEMENT WITH THE STATE OF CALIFORNIA FOR OPERATION OF THE BEACH FOR A PERIOD OF TWENTY FIVE YEARS, AT THE COMPLETION OF THE PREPARATION OF THE MASTER DEVELOPMENT PLAN."
