These suggestions are being made as the result o£ an extensive survey and study made of conditions existing on the Idunieipal Pier and in the Harbor. 1. Following the termination of tae present leases of the aperatiosas on the Pier, the present operations should be permitted to continue on a month-to-monta basis until October 31, 1951 at which •time a new lease be negotiated witn a single operator. 2. That the ticket offices Hoar existing in their present lacations be moved to the and. of the Pier in a position close to the top of the gangway where passengers depart on regularly scheduled trips. 3. That the City furnish the tickets for passengers to boats and barges and that all tie'~ets state the price of transportation, bait and tax. 4. That a seshedule of boat departures be posted with ttae Harbor Department; that all boats be required to leave on time and that no tickets for passengers shall be sold from ticket offiees provided by the City after time of boat departure. 5. That all tickets for passengers to boats and barges be sold from $ie'set offices provided by the City and at no other place shall any tickets be sold for ,these same boats or barges. 6. That all charter boats that run through lease or private enterprise and all boats running to barges must pay straight IOo of the gross revenue to the City of Santa Monica for passenger carriage. 7. That barges anchored permanently inside breakwater for fishing facilities must have duplicate tickets for passengers, one ticket to be turned over to the barge attendant and the other to be turned into the Harbor Departmont by the shore boat Operator. -1- RECEIPT ACKNOWLEDGED. That there be no rain cheeks issued under any consideration and in the event that passengers are unable to use their tickets, .that their money be refunded immediately and that 2~ of the total tickets sold be issued in the form of passes by the oxisting operators to be used at their discretion. 9. That all harbor or pier leases must be is accord wit$ all harbor rules and regulations. 10. That the Harbor Master be given polies autho2ity to issue citations on the Pier or within the Harbor area, thus elimating trips to the City Hall for this purposes which results in delay. of proper action. 11. That a promotional examination be held in the Lifeguard Department for the position of Administrator to have control over all personnel and office procedure. In addition to the foregoing recommendations, tho Recreation Commission has gone on record as favoring the restriction of the use of t?se Municipal Pier to pleasure purposes only.
