sr-080480-6vAUG ~ 2 1980' Santa Monica, California To: From: Subject: Introduction P•layor and City Council City Staff August 4, 1980 Methods of Notifying Residents Regarding Water Quality On July 23 (Item 13-H), the City Council directed staff "to report to Council on August 27 regarding costs and recommended procedures for notifying residents ... regarding monitor test results" of City wells and TCE monitoring. Background Methods which the staff believes are available for notifying residents with regard to water quality are: 1) Inserts in water bills; 2) A direct mailing; 3) Information in the Seascape;. 4) News media releases; and/or 5) Handbills delivered door to door. The various options are listed below with the costs and other comments relating to each. Method Comments Cost of Each Notification Inserts in Takes two months (because of billing $ 600.00 Water Bills cycle) and covers only 1/4 of population Direct Mailing 35,000 households @ $.20 (including postage 7,000.00 Seascape Reaches significant numbers of people but only four times a year. Requires two weeks lead time. Used previously by staff. - 0 - News media release Most timely; reaches significantly large percentage of population - 0 - Handbills Labor intensive, not reliable (Using youth employees with one Staff supervisor) 2,000.00 AU6 1 2 1980 To: Mayor and City Council -2- August 4, 1980 Recommendation Staff recommends that news media releases be used to inform the public with regard to water quality because it is the most timely method.
