sr-072683-6dGS:SES:NM:db Council Meeting, July 26, 1983 Santa Monica, California S6O L •-- JUL 2 6 1963 To: Mayor and City Council From: City Staff Subject: Confirmation of the 1983 Weed Abatement Assessment Roll INTRODUCTION This report requests the City Council confirm the costs of the work and the 1983 Weed Abatement Roll which is on file in the office of the City Clerk. BACKGROUND On January 11, 1983 (Item b-E), the City Council adopted Resolution No. 6606 (C.C.S.), in accordance with the requirements of Chapter 13, Section 39500 to 39588, Title 4 of the Government Code, declaring certain weeds growing in front of or on each separate parcel within the City of Santa Monica to be a public nuisance and set February 22, 1983, as the date for a public hearing. On January 19, 20, 21 and 25, 1983, each parcel described in the Resolution of Intention was posted announcing the date and hour of the public hearing. A notice inviting bids was published in the Evening Outlook on January 27 and 28, 1983, and bid proposals were prepared and mailed to four (4) various contractors on January 20, 1983. The final date for the submittal of sealed bids was February 8, 1983, at 3:00 p.m. Three sealed bids were opened publicly on February 8, 1983, at 3:00 p.m. in the Annex Trailer by the City Clerk and were presented to the Council at it's March 8, 1983 meeting. CJ 1 JUL 2 6 1963 GS:SES:NM:db Council Meeting, July 26, 1983 Santa Monica, California On February 22, 1983 (Item 7-B), the public hearing was held, after which the Street Superintendent was ordered to cause the weeds to be abated, and the award for contract was made to Western Weed Abatement. The work was completed in five operations from April to July 1983, at a total cost of $33,856.93. The total amount of the assessment to property owners is $28,316.13. The $5,540.80 difference between the total cost and the assessment is the cost for weed abatement on City properties. The assessment roll must be completed, confirmed, and delivered to the County Assessor's office by no later than August 1, 1983. If the assessment roll is not confirmed by the City Council on July 26, 1983, the various assessments will have to be carried over until August 1984. BUDGET/FISCAL IMPACT Total revenue collected will be $28,316.13 and credited to the General Fund revenue Account 01-906-130-000-000. RECOMMENDATION Staff recommends the City Council confirm by motion the 1983 Weed Abatement Assessment Roll.
