SUBJECT: Confirmation of the 1982 Weed Abatement Assessment Roll

This report requests the City Council confirm the costs of the work and the
1982 Weed Abatement Roll which is on file in the office of the City Clerk.
Background
On January 12, 1982, (Item 6-H), the City Council adopted Resolution No.
6420 (CCS), in accordance with the requirements of Chapter 13, Section 39500
to 39588, Title 4 of the Government Code, declaring certain weeds growing
in front of or on each separate parcel within the City of Santa Monica to
be a public nuisance and set February 23, 1982, as the date for a public
hearing.
On January 20, 21, 22 and 25, 1982, each parcel described in the .Resolution
of Intention was posted announcing the date and hour of the public hearing.
A Notice Inviting Bids was published in the Evening Outlook on January 21 and
22, 1982, and bid proposals were prepared and mailed to four contractors on
January 22, 1982. The final date for the submittal of sealed bids was
February 9, 1982, at 2:30pm. One sealed bid was received and opened publicly
on February 9, 1982, at 3:OOpm in the Annex Trailer by the City Clerk and
was presented to the Council at its February 23, 1982, meeting.
On February 23, 198 (Item 7-A), the public hearing was held, after which the
Street Superintendent was ordered to cause the weeds to be abated, and the
award of contract was made to Gary's Lot Cleaning. The work was completed
in five operations from April to July, 1982, at a total cost of $35,665.37.

The total amount of the assessment is $30,248.32. The difference between
the $35,665.37 and the $30,248.32 is the cost of weed abatement on City
properties. The assessment roll must 6e completed, confirmed, and delivered
to the County Assessor's office by no later than August 2, 1982 If the
assessment roll is not confirmed by the City Council on July 27, 1982, the
various assessments will have to be carried over until August 1983.
Recommendation
Staff recommends the City Council confirm by resolution the 1982 Weed Abate-
ment Assessment Roll.
