Public Nearing for Confirmation of the 1979 Weed Abatement
Assessment Roll
This report is requesting that the City Council hold a Public Hearing to
confirm the costs of the work. and the 1979 Weed Abatement Assessment Roll
which is on file in the office of the City Clerk.
Bdckground
On January 9, 1979, the City Council adopted Resolution No. 5172 (CCS}, in
accordance with the requirements of Chapter 13, Section 39500 to 39588,
Title 4 of the Government Code, declaring certain weeds growing in front of
or on each separate parcel within the City of Santa Monica, to be a public
nuisance and set February 27, 1979, as the date for a public hearing.
On January 17, 18, and 22, 1979, each parcel described in the Resolution of
Intention was posted announcing the date and hour. of the public hearing. A
notice inviting bids was published in the Evening Outlook on January 22 and 23,
1979, and bid proposals were prepared and mailed to four various contractors
on January 22, 1979. The final date for the submittal of sealed bids was
February 13,1979 at 2:30 p.m. Two sealed bids were opened publicly on
February 13, 1479 at 3:00 p.m. in the Council Chambers by the City Clerk and
were. presented to the Council at its February 27, 1979 meeting. On February 27,
1979, the public hearing was held, after which. the Street Superintendent was

ordered to cause the weeds to be abated, and the award of contract was
made to Gary's. Lot Cleaning. The work was completed in five operations
from April to June, 1979, at a total cost of $18,069.03. The assessment
roll must be completed, confirmed, and delivered to the County Assessor's
office by no later than August 1, 1979.
Alternative Solution
If the assessment roll is not confirmed by the City Council on July 24, 1979,
the various assessments will have to be carried over until August, 1980. The
total amount of the assessment is $13,709.28. The difference between the
$18,064.03 and the $13,709.28 is the cost of Weed Abatement on City properties.
Recommendation
Staff recommends that the City Council, after holding the public hearing,
approve by motion the 1979 Weed Abatement Assessment Roll.
