SUBJECT: Annual ldeed Abatement, Rubbish and Refuse Removal Program
Introduetion•
This report consists of information relating to the 1978 Annual
G/eed Abatement, Rubbish and Refuse Removal Program. The program is
carried out in accordance with the requirements of Chapter 13,
Section 39500 to 39588, Title 4 of the Government Code. The code
requires the adoption of a resolution declaring weeds and rubbish on
vacant lots, improved lots, parkways, sidewalk, and dirt upon sidewalks,
a public nuisance. Each parcel, upon which work is to be done, must
be included in the Resolution of Intention. This year-we have approx-
imately 265 parcels upon which work will be done. In addition, we
have approximately 203 parkways, fronting upon improved property, upon
which work must be done. The estimated cost for this work is X26,144.75,
including clerical, inspection and supplies. The costs are assessed
against the property owners and collected through the property tax bills
by the County for the City.
Background:
The weed Abatement Program in Santa Monica has been accomplished
through the above mentioned Government code section for many years.

Each year the City solicits sealed bids from private contractors for
the abatement of weeds and rubbish and awards to the lowest responsible
bidder. In 1977, the City abated weeds and rubbish from 148 parcels
and 88 parkways at an actual cost of X18,596.10
Recommendation:
It is recommended that the City Council adopt the attached
Resolution of Intention declaring weeds and rubbish a public nuisance
and it is further recommended that the Council authorize soliciting
of bids and to have the work accomplished by private contractor.
