SUBJECT: Annual Weed Abatement, Rubbish and Refuse Removal Program
Introduction
This report consists of information relating to the 1980 Annual bleed Abatement,
Rubbish and Refuse Removal Program. The prooram is carried out in accordance
with the requuirements of Chapter 13, Section 39500 to 39588, Title 4 of the
Government Code. The code requires the adoption of a resolution declaring
weeds and rubbish on vacant lots, improved lots, parkways, sidewalk, and dirt
upon sidewalks to be a public nuisance. Each parcel upon which !vork is to
be done must be included in the Resolution of Intention.
Background
The geed Abatement Program in Santa Monica has been in operation for many
years. Sealed bids are solicited from private contractors for the abatement
of weeds and rubbish and award is made to the lowest responsible bidder, In
1979, weeds and rubbish were abated from 131 parcels and 63 parkways at an
actual cost of $18,069.03.
This year there are approximately 340 parcels upon which work will be done.
In addition, there are approximately 187 parkways, fronting upon improved
property, upon which work must be done. The estimated cost for this work is
$38,716.33, including indirect costs of clerical support, inspection and
supplies. The costs are assessed against the property owners and collected
through the property tax bills by the County on the City's behalf.

Alternative
A passible alternative is that the City hire additional personnel and
purchase or rent equipment, and abate the weeds and rubbish by use of City
forces.
Recommendation
It is recommended that the City Council adopt the attached Resolution of
Intention which declares weeds and rubbish to be a public nuisance; sets a
public hearing for February 26, 1980; and authorizes the soliciting of bids
to have to work accomplished by private contractor.
