sr-072280-6x JtlL 2 2 1986 Santa Monica, California July 15, 1980 T0: Mayor and City Council FROM: City Staff SUBJECT: Confirmation of the 1980 Weed Abatement Assessment Roll Introduction This report requests the City Council confirm the costs of the work and the 1980 Weed Abatement Fissessment Roll which is on file in the office of the City Clerk. Background On January 8, 1980 (Item 6-L), the City Council adopted Resolution No. 5466 (CCS), in accordance. with the requirements of Chapter 73, Section 39500 to 39588, Title 4 of the Government Code, declaring certain weeds growing in front of or on each separate parcel within the City of Santa Monica, to be a public nuisance and set February 25, 1980, as the date for a public hearing. On January 17, 18, and 21, 1980, each parcel described in the Resolution of Intention was posted announcing the date and hour of the public hearing. A notice inviting bids was published in the:EVehing Outlook on January 21 and 22, 1980, and bid proposals were prepared and mailed to four various contractors on January 21, 1980. The final date for the submittal of sealed bids was February 13, 1980, at 2:30 p.m. Two sealed bids were opened publicly on February 13, 1980, at 3:00 p.m. in the Council Chambers by the City Clerk and were presented to the Council at its February 26, 1980 meeting. On February 26, 1980 (Item 7-A), the public hearing was held, after which the Street Superintendent g®99 t~~J ~J IDL G ~ 911nn T0: Mayor and City Council -2- July 15, 1980 ordered to cause the weeds to be abated, and the award of contract was made to Elco Weed Control. The work was completed in five operations from April to July, 1980, at a total cost of $17,132.03. The total amount of the assessment is $14,625.15. The difference between the $17,132.03 and the $14,625.15 is the cost of weed abatement on City properties. The assessment roll must be completed, confirmed, and delivered to the County Assessor's office by no later than July 25, 1980. If the assessment roll is not confirmed by the City Council on July 22, 1980, the various assessments will have to he carried over until August, 1981. Recommendation Staff recommends the City Council confirm by motion the 1980 Weed Abatement Assessment Roll.
