SUBJECT: Public Hearings on Proposed Street Lighting on Sunset Avenue
Between Seventeenth Street and Dewey Avenue
Introduction
This report requests the City Council to hold two public hearings for street
lighting on Sunset Avenue between Dewey Avenue and Seventeenth Street,
and to adopt the attached resolutions under the Improvement Act of 1911.
Background
Citizens in the area of Sunset Avenue between Dewey Avenue and Seventeenth
Street presented a petition signed by 65% of the property owners for the
subject street lighting.
In accordance with Council policy, the City pays half the cost of the project.
The estimated cost to the City is $17,000 to be appropriated prior to award
of contract. The property owners will pay the other half, payable in cash or
by yearly installments on a 10-year bond at 7% interest.
On October 14, 1980 (Item 6-F-11), the Council accepted the petition and
initiated this project by adoption of Resolution No. 6098 and Resolution of
Intention No. 6099 setting public hearings for November 11, 1980. One hearing
is on public convenience and necessity and the other on the Resolution of
Intention, all in accordance with the 1911 Act proceedings.

Recommendation
It is recommended that the City Council:
1. Open the public hearing on the convenience and necessity;
2. Close the hearing;
3. Appropriate X17,000 from General Fund Reserves for the City's one half
of the construction cost;
4. Adopt the attached resolution finding that the public convenience and
necessity require the construction;
5. Open the public hearing on the Resolution of Intention;
6. Close the hearing; and
7. Overrule any and all objections and adopt the attached resolution
ordering the work.

`this letter is legal notice as required by the 1911 Improvement Act proceedings
under which street lights are to be constructed in Sunset Avenue between 17th
Street and Decaey Street.
You are hereby notified that the City Council of the City of Santa Monica,
California, adopted Resolutions Nos. 6098(CCS) and 6099(CCS) on October 14, 1980,
declaring its intention to construct street lighting and appurtenant work in the
above named area, determining that bonds be issued to represent the cost therefor,
declaring the work to be of more than local or ordinary public benefit, and that
the expense thereof shall be assessed upon a district.
A public hearing regarding the proposed improvement will be held at 7:30 o'clock P.M.,
November 11, 1980, in the Council Chamber, City Hall, 1685 Main Street, Santa P~tonica.
City Clerk before said time, and all protests so filed will be considered by the
City Council at that time. Each protest must contain a description of the property
in which each signer thereof is interested.
The total project cost is estimated to be approximately X34,000. The amount to be
assessed upon the district for this improvement is approximately $17,000. Records
available indicate you otim the above property. The estimated cost to you is shown
above. Please refer to attached Resolutions Nos. 6098(CCS) and 6099(CCS) for
further particulars. If you do not own this property, please notify the City

Notice hereby is given that the City Council of the City of
Santa Monica, on OCTOBER 14, 19BO passed a Resolution of In-
tention No. 6098 (City Council. Series) to order the following
work to ~ done and improvement to be made in said City of
Santa Monica, to-wit:
THE CONSTRUCTION OF A HIGH
PRESSURE SODIUM STREET LIGHTIPJG
SYSTEM ON SUNSET AVENUE BETWEEN
17th STREET AND DEWEY AVENUE.
It is estimated that the total cast of the proposed work will
be $34,000 Notice hereby is given that on TUESDAY ,the
11th day of NOVEMBER , at the hour of 7:3oPM in the Council
Chambers in the City Hall of the City of Santa Monica, situated
at 155 Main Street in said City, any and allpersons having
any objections to the proposed work or improvement may ap-
pear before the City Council and show cause why the said pro-
posed work or improvement should not be carried out in ac-
cordance with said Resolution of Intention. Any protest against
the said work, the extent of the district, or the grades to which
the work is proposed to be done, must be in writing, and filed
with the Clerk of the City of Santa Monica not 1 a t e r than the
hour hereinabove set for hearing.
For further particulars, reference hereby is made to said
Resolution of Inten#ion on file with the City Clerk.
