Executive Summary Over the past several years, Council has set parking rates for various lots, structures and events by resolution. Most recently, Council adopted new rates for the downtown and Civic Center on May 11, 2010 that were consistent with the Walker Parking Study recommendation. Council has also adopted various event rates for large regional events such as the Los Angeles Marathon and the Pier Centennial. The various resolutions have made it challenging for staff to easily demonstrate the Council authority for the various parking rates. This report seeks to have one resolution with all .parking rates, corrects some inconsistencies between resolutions, provides consistent authority for the City Manager to set event rates within an established limit and will provide one. location for verification of parking rates citywide.. ®iscussion The attached resolution is a consolidation of various parking resolutions previously adopted, seeks to clarify some rates and includes minor correction where recent resolutions inadvertently overrode previously set rates. The resolution, if adopted, would also establish new authority for the City Manager to set event parking rates. The areas that are different than previously approved include rates for the Civic Center and for special events. 1 Civic Center The Fiscal Year 2010/2011 budget staff report inadvertently included a rate of $7.27 for the Civic Auditorium parking lot. The attached resolution confirms the maximum daily rate of $9.00, including tax, approved by Council on May 11, 2010. Special Event Rates Resolution 10475 (CCS) authorizes the City Manager to set event rates up to $15.00 in the Civic Center. No such authorization exists for other parking resources. Recent experiences with large events, including the Cirque du Soleil, Pier Centennial, and the Los Angeles Marathon have shown that parking and. access management provide effective tools to limit event-related congestion. Parking pricing is key to this effort by properly pricing parking to better manage access and traffic circulation. Since July 2009, staff has twice brought proposed resolutions before Council to modify parking rates ih City-owned facilities for special events. On July 28, 2009, City Council adopted a resolution authorizing actions in support of the Santa Monica Pier's Centennial Anniversary celebration on September 9, 2009. The actions included the establishment of variable parking rates for City-owned facilities and adjustments to the hours of operation of Beach parking facilities. On February 9. 2010, City Council adopted a resolution authorizing overnight parking in South Beach Lots 4 and 5 between March 20 and 21, 2010 for L.A. Marathon participants who pre-purchased passes. The resolution also included approval of event parking rates. Both events provided staff with valuable experience regarding parking pricing and associated. event traffic management; both with respect to the location and price of parking. By adopting the proposed resolution, Council will authorize the City Manager to establish event parking rates, so that individual event-day parking rates for City-owned facilities will no longer require separate Council action. The parking rates could vary between City-owned facilities, and could be set at any amount up to the recommended $25.00 per entry maximum. Overnight parking at the beach will continue to require adoption of a resolution, as required in Santa Monica Municipal Code Section 3.04.030. 2 Financial Impacts & Budget Actions There is no projected budget impact. Any increased revenue from special events will be credited to the appropriate fund and will vary each fiscal year depending on the number and size of the special events.
