Subject: Construction Contract for the Borderline Neighborhood Improvements
Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Miramontes
Construction Company, Inc., aCalifornia-based company, in the amount of
$1,570,118 (including a 10% contingency) for the Borderline Neighborhood
Improvements Project; and
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
The goal of the Borderline Neighborhood Improvements Project is to improve
landscape, street lighting, traffic circulation, and pedestrian and vehicular safety on
Longfellow Street in the Borderline Neighborhood, as well as to replace the water main
and provide several improvements to Wilson Place adjacent to Lincoln Boulevard.
Miramontes Construction Company, Inc. is recommended for the project at a cost of
$1,570,118.
Background
On June 23. 2009, Council appropriated funds for the Borderline Neighborhood
Improvements Project as part of the FY2009-10 Capital Improvement budget process to
improve landscape, street .lighting, traffic circulation, and pedestrian and vehicular
safety on Longfellow Street in the Borderline Neighborhood. On September 23. 2008,
Council approved the final conceptual design for improvements to Longfellow Street and
appropriated additional funds for the design of permanent improvements on Wilson
Place to replace temporary traffic barriers and delineators adjacent to Lincoln
Boulevard.

Discussion
The proposed .improvements for Longfellow Street include raising the roadbed to
address pedestrian accessibility and traffic issues, planting new trees and native
drought tolerant landscaping, minimizing storm water runoff and improving water quality,
creating neighborhood entrances, installing pedestrian lighting and decorative paving,
and replacing the water main. The project area consists of two blocks of Longfellow
Street and a portion of the connecting streets of Marine, Navy, and Ozone. The
proposed improvements for Wilson Place include removal of the temporary barriers and
delineators, replacement of portions of curb, gutter, sidewalk and street paving, and
planting of new street trees and native drought tolerant landscaping. The project area is
adjacent to and approximately 250 feet east of Lincoln Boulevard.
Contractor Selection
On June 4 and 5, 2010, the City published a Notice Inviting Bids in the Santa. Monica
Daily Press and on the City's web site. Fifty prospective contractors requested the
online bid packages. The City Clerk's Office received the following three formal bids
that were publicly opened by the Deputy City Clerk on July 1, 20.10:

All bids were evaluated on competitive pricing, understanding of the project's scope,
direct experience in similar projects, approach to the work, technical competence,
qualifications of the proposed staff, and the ability to meet the required time frames.
Other criteria considered for contractor selection included consistent accuracy in
bidding, volume of projects that involve streetscape and water main improvements, and
positive reference responses.

Staff recommends Miramontes Construction. Company, Inc., located in La Puente,
California, as the best bidder based on their price, quality of services offered, and
experience with similar projects. Miramontes Construction Company's recent projects
include previous sewer repairs in the City, a water main replacement project in the City
of Riverside, Hansen Dam Golf Course in the City of Los Angeles, and Malibu Legacy
Park in the City of Malibu. Staff contacted reference agencies and all respondents
reported that Miramontes Construction Company's work was completed in a timely and
cost-efficient manner while maintaining consistent quality. Staff also verified with the
California State Contractors License Board that Miramontes and its subcontractors'
licenses are current, active, and in good standing.
Construction Management and Inspection
Construction management and inspection will be performed by staff of the Civil
Engineering Division. Staff will perform the following tasks to ensure successful
completion of the construction:
• Conduct weekly progress meetings with the contractor and other stakeholders
• Address potential impacts and concerns to residents by providing public relations
and outreach service
• Respond to inquiries from the public and the contractor
• Review and process payment applications from the contractor
• Monitor and inspect daily construction activities
• Prepare and maintain project documentation, including project files and records,
daily construction reports, and monthly project status reports
• Ensure the implementation of the approved traffic control plan.

Financial Impacts & Budget Actions
The contract amount to be awarded to Miramontes Construction Company, Inc., is
$1,570,118.00. Funds are available at the following accounts:
