Meek Company, Inc., aCalifornia-based company, in the amount of $133,540 (including a 10% contingency) for structural repairs at the Santa Monica Pier. Executive Summary John S. Meek Company, Inc. is the City's contractor for providing labor and. equipment to replace broken deck boards at the Santa Monica Pier: During the replacement of the deck boards, deteriorated timber structural framing was discovered that required immediate repair. John S. Meek Company, Inc. has started the repairs to be completed by the end of July 2010, at a cost of $133,540. Background In June 2009, the City issued a blanket purchase order fo John S. Meek Company, Inc. to supply labor and equipment necessary to replace broken deck boards on a monthly basis as directed by Pier Maintenance staff during the period July 1, 2009 through June 30, 2010. The City supplies replacement deck boards and hardware for the work. Discussion Pier Maintenance staff directed John S. Meek Company, Inc. to replace broken deck boards adjacent to the Carousel Building in preparation of the Soda Jerks tenant improvement. During the course of this work in June 2010, several deteriorations were detected that required immediate repair. On June 2, 2010, deterioration of existing timber structural framing was discovered upon removal of the deck boards in this area. Several existing timber stringers, timber cap beams, and timber piles supporting the northeast corner of the Carousel building had severe dry rot. Structural Engineers from URS Corporation, the City's contracted designer for the Pier Structural Upgrades -Phase 4 and the Emergency Gangway project, investigated the deteriorated structural framing. URS Corporation worked with John S. Meek Company and developed cost effective details and methods of repair for the structural framing. The repair methods included replacement of existing timber stringers and caps, wrapping and grouting of existing timber piling, and constructing reinforced concrete footings. On June 11, 2010, John S. Meek Company provided a cost proposal for implementing these repairs in an amount not to exceed $93,000. Staff and URS Corporation reviewed the cost proposal and determined it to be reasonable and cost effective based on similar work performed on the Santa Monica Pier and other marine structures. Repair in the Soda Jerks area was expedited to allow the tenant improvement work to proceed. As repair work progressed, additional deterioration of timber framing and timber piles was discovered that warranted additional repair and replacement of an additional timber pile cap and timber stringer was recommended. On June 22, 2010 and July 7, 2010, John S. Meek Company provided cost proposals to address these two additional repairs in the amounts of $13,600 and $14,800. The estimated total cost of all the repair work to date is $121,400. Staff anticipates the repairs will be completed by the end of July 2010. 2 Financial Impacts & Budget Actions The purchase order amount to be awarded to John S. Meek Company, Inc. is $133,540, which includes $121,400 estimated total cost of repair plus a 10% contingency. Funds are available at account number M304006.589000 Pier Infrastructure Improvements.
