Subject: Construction Contract for the Woodlawn Cemetery Embalming Room
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with 1St California
Construction, Inc., a California-based company, in the amount of $205,460
(including a 10% contingency) for the construction. of the Woodlawn Cemetery
Embalming Room; and
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
The Cemetery Business Plan Amendment approved by Council oh April 27, 2010.
includes the addition of a mortuary and an embalming room as part of the strategy for
the Cemetery to achieve financial sustainability. As a result, the City completed the
design and solicited bids to convert an existing .maintenance room into a new
embalming room. 1St California Construction, Inc. is recommended for the project at a
cost of $205,460.
Background
On April 27, 2010, Council approved an amendment to the Cemetery Business Plan to
include embalming as one of Woodlawn Cemetery's services. Staff prepared
architectural plans to convert two underused rooms in the existing maintenance building
into an embalming room and adjacent dressing room. The design package was
advertised for bids to select a contractor for the construction.
Discussion
The new embalming and dressing rooms will involve remodeling two rooms in the
existing maintenance building. New embalming equipment will be added to enable full

mortuary services. The scope of work also includes installation of a fire sprinkler
system for the entire building, air conditioning equipment and insulation of the roof over
the two renovated rooms, and upgrading of the electrical service to accommodate the
new equipment.
Contractor Selection
On May 24, 2010, the City issued a Notice Inviting Bids for the construction on the City's
web site. Twenty-eight prospective contractors and sub-contractors made requests for
the bid documents. The City Clerk's Office received two formal bids that were publicly
opened by the Deputy City Clerk on June 9, 2010. The bid results are as follows:

Upon reviewing their costs and discovering major errors, SPC Construction submitted a
letter requesting the withdrawal of their bid. SPC failed to include the addendum in their
bid, resulting in an exclusion of required scope of work items that lead to their
inaccurately low bid.
The remaining bid by 1St California Construction, Inc. was evaluated based on
competitive pricing, direct experience on similar projects, qualifications with respect to
the ability to perform and complete the service promptly, financial resources, reputation,
and the ability to provide future maintenance if needed.
Staff recommends 1St California Construction, Inc. based on price, quality of service
offered, and experience with similar projects completed. Their recent experience
includes a remodeling & soundproofing project for the City of Inglewood, the Pan Pacific
Senior Activity Center in Hollywood, and a new gymnasium for the City of Los Angeles.
Staff contacted the agencies representing these projects. All respondents reported that

the contractor's quality of work was beyond satisfactory and the work was completed in
a timely and cost-efficient manner. The California Contractors State License Board
verified that the Contractor's license inactive and in good standing.
Financial Impacts & Budget Actions
The contract amount to be awarded to 15f California Constructiori, Inc. is $205,460.
Funds are available in account number 0374047.589000 Mortuary Services
Improvements.
