sr-072710-1k~r ~;tYof City Council Report Santa Monica' City Council Meeting: July 27, 2010 Agenda Item: 0'~' To: Mayor and City Council From: Carol Swindell, Finance Director Subject: Resolution confirming the City's commitment to promoting healthy eating and active lifestyles in Santa Monica Recommended Action Staff recommends that the Council adopt the attached resolution confirming the City's commitment to promoting healthy eating and active lifestyles in Santa Monica. Executive Summary Approval of the attached resolution will allow the City to be recognized by the Healthy Eating Active Living Campaign for longstanding efforts to create a healthy community and share successes with other local governments interested in pursuing like policies/projects. There is no fiscal impact associated with adopting the resolution. Discussion In 2006, the League of California Cities, the Cities, Counties, and Schools Partnership, and the California Center for Public Health Advocacy launched the "Healthy Eating Active Living City" Campaign. The purpose of the Campaign is to encourage local governments to adopt and implement land use, capital, and wellness policies that promote nutritious eating and active lifestyles in their communities. These efforts, over time, will create healthier communities and improve the quality of life for all residents. Local governments interested in participating in the Campaign are requested to adopt a resolution committing to specific actions in keeping with the healthy eating /active living principles in the areas of built environment (e.g., land use policies that encourage ample open space and recreation facilities), access to healthy food (e.g., programs supporting farmers' markets and community gardens) and wellness (e.g., wellness programs for City employees). The Campaign, in turn, provides incentives and assistance to those 1 organizations that adopt a resolution. Incentives include publicity and recognition as a "HEAL City." Assistance comes in the form of serving as a resource and clearinghouse for successful healthy eating and active living policies/projects implemented by other organizations. Santa Monica has long been committed to healthy eating and active lifestyle principles (e.g., Farmers' Markets, the Land Use and Circulation Element, Recreation Master Plan, Santa Monica Sustainable City Plan, etc.). Therefore, participation in the Campaign represents a natural step for the City to take. It will allow the City to be recognized for efforts to create a healthy community and share successes with other local governments interested in pursuing like policies/projects. Staff has prepared the attached resolution that demonstrates the City's current efforts and future plans for promoting a healthy community in the three categories suggested by the Campaign of built environment, healthy food access, and wellness. The resolution was prepared with assistance from the Office of Sustainability, Planning and Community Development, Housing and Economic Development, Community and Cultural Services, Public Works, Human Resources, and the Library. The policies/projects listed in the attached resolution are not meant to be exhaustive, but rather address the key areas of action desired by the Campaign. The City has additional programs and will continue to develop projects in response to community needs. 2 Financial Impacts & Budget Actions There are no financial implications associated with adopting the resolution. Many of the policies/projects listed in the resolution do have financial implications. However, these costs have been included in the City's annual budget or will be included in proposals for new projects, and subject to Council approval at that time.
