Subject: Purchase of Three Sewer Jetter Trucks for the Wastewater Division
Recommended Action
Staff recommends that the City Council authorize the City Manager to award Bid #3003
to Plumbers Depot, Inc., a Hawthorne, CA based company, for the purchase and delivery
of three new and unused hydrostatic drive high pressure sewer jetter trucks, in the
amount of $825,527.
Executive Summary
In accordance with the vehicle replacement program, three vehicles currently being used
by the Wastewater Division are due for replacement. Staff recommends Plumbers
Depot, Inc. to furnish and deliver three new an unused hydrostatic drive high pressure
sewer jetter trucks at a cost of $825,527. Funds are available in the vehicle replacement
fund.
Discussion
The proposed sewer jetter trucks will be used by Wastewater Division personnel and will
replace vehicles that have reached the end of their useful life and are scheduled for
replacement at this time. Sewer jetter units are used for cleaning and maintaining the
City sewer lines. As referenced in the Information Item that'was submitted to the City
Council on January 15, 2008, two of the goals of the Reduced-Emissions Fuels Policy for
Vehicle Purchases are to reduce emissions and to reduce the use of petroleum fuels.
The purchase of three CNG low emission sewer jetter trucks will contribute to these
goals.

Vendor Selection
In March 2010, the City published Notices Inviting Bids to furnish and deliver three new
and unused hydrostatic drive high pressure sewer fetter trucks in accordance with City
specifications. Bid forms were posted on Planet Bids and notices were advertised in
accordance with the City Charter and Municipal Code provisions. Eleven bids, detailed
in Attachment A, were received from seven vendors and were publicly opened and read
on April 12, 2010.
Bids were evaluated based on the ability to meet specifications, equipment operation and
performance, quality and durability of the service equipment, tank structure and capacity,
delivery dates, and competitive pricing. City staff requested demonstrations from all
vendors and in some cases, traveled to other cities to physically inspect and operate the
equipment.. The bid submitted by Plumbers Depot, Inc. with the Sewer Equipment of
America equipment meets all specifications with visibly better fit and finish than the other
bids. Additionally, the Wastewater operators were able to operate a demo unit of the
exact same specifications bid and it performed well. The trucks bid by Plumber Depot,
Inc. include the largest tank size and were the only vehicles with a fully fixed baffled tank,
which improves safety. The rear body compartment is well designed and protects all
equipment, while providing plenty of space for easy access to the storage box. Based on
these criteria, Plumbers Depot, Inc. is recommended as the best bid.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Plumbers Depot, Inc. is $825,527. Funds
are included in the FY 10-11 budget in account number 0540167.589200.
