Subject: Construction Contract for the Annual Street and Park Lighting Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with KDC Inc.
dba Dynalectric (Dynalectric), aCalifornia-based company; in the amount of
$1,396,043 (including a 10% contingency) for the construction of the Annual
Street and Park Lighting Project;
2. Authorize the City Manager to negotiate and execute a Professional Services
Agreement with TCM Group, aCalifornia-based company, in the amount of
$174,240 (including a 10% contingency) to provide construction inspection
services for the project; and
3. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
As part of the FY2008-09 Capital Improvement Program budget process, Council
approved funds to replace the series circuits on various City streets and parks with
multiple circuits and new lighting fixtures. Dynalectric is recommended for the
construction of the project at a cost of $1,396,043 and TCM Group for the construction
inspection services at a cost of $174,240, resulting in a total project cost of $1,570,283.
Discussion
The City Council appropriates funds each fiscal year to replace the series circuits on
various City streets and- parks with multiple circuits and new lighting fixtures. The
following locations have been identified for the FY2008-09 street and park lighting
replacement:
• 26th Street -from San Vicente Blvd to Montana Avenue
• 26th Street -from Wilshire Blvd to Broadway
• Hill Street -from 16th Street to 17th Street
• Montana Avenue -Ocean Court to 6th Court

• 6t" Street -Montana Avenue to Washington Avenue
• 11t" Street -Marguerita Avenue to Alta Avenue
• Alta Avenue - 10t" Street to 11t" Street
• 10t" Street -Alta Avenue to Montana Avenue
o Marguerita Avenue - 4t" Street to 7t" Street
• Alta Avenue - 4th Street to 7t" Street
• 26tH Street -Pearl Street to Ocean Park Place North
• Ashland Avenue - 11t" Street to 17t" Street
• Pier Avenue - 17t" Street to 18t" Street
Funds were allocated on June 17. 2008 as part of the FY2008-09 budget process.
Since that time, the project transitioned through the phases of design, bidding, and
contract award. This project is expected to be completed by the end of FY2010-11.
Contractor Selection
On May 17 and 18, 2010, the City published a Notice Inviting Bids in the Santa Monica
Daily Press and on the City's web site. The bid documents were posted on the City's
online bidding system, PlanetBids. Thirty-four perspective contractors made. requests
for the bid documents. The City Clerk's Office received six. formal bids that were
publicly opened by the Deputy City Clerk on June 11, 2010. The bid results are as
follows:

All bids were evaluated on competitive pricing, understanding of the project's scope,

direct experience on similar projects, approach to the work, technical competence,
qualifications of the proposed staff, and the ability to meet the required time frames.
Other criteria considered for contractor selection included consistent accuracy in
bidding, volume of projects that involve street light improvements, and exceptionally
positive reference responses.
Staff recommends Dynalectric based on price, quality of services offered, and
experience with similar projects. Dynalectric's price is within the City's estimate.
Dynalectric's experience on similar projects is extensive and includes previous
streetlight upgrade projects with the City, installation of traffic signals for the City of
Burbank, the San Fernando Corridor for the City of Glendale, the Sepulveda Corridor for
the City of Los Angeles, and the Madison Streetlight Improvement Project for the City of
Los Alamitos.
Staff contacted the reference agencies and all respondents reported that Dynalectric's
work was completed in a timely and cost-efficient manner while maintaining consistent
quality. The Center for Contract Compliance verified that Dynalectric is in good
standing and capable of handling labor compliance issues. The State .Contractors'
License Board confirmed that Dynalectric's license is current, active, and in good
standing.
Construction Inspection Services
In June 2010, the City issued a Request of Qualifications for construction management
and inspection services. These services include inspecting contractor's work during
construction of streetlights and conduits, reporting field changes and unforeseen
conditions to construction manager, attending contractor's safety meetings and periodic
progress meetings, and maintaining all necessary inspection documentation relevant to
the work conducted during construction. Eight firms responded and three were
shortlisted and interviewed by staff. Staff recommends TCM Group based on its
experience and qualifications. TCM Group provided similar services. for previous

streetlight projects in the City, the City of Fontana, and Caltrans. Staff verified
references and all respondents reported that TCM Group provided quality inspection
services.
Financial Impacts & Budget Actions
The contract amounts to be awarded to Dynalectric and TCM Group are $1,396,043
and $174,240 respectively, resulting in a total project cost of $1,570,283. Funds are
available at account number 0010724.589000 Street & Park Light Retrofitting.
