A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA DECLARING ITS
INTENTION TO CONSIDER AN AMENDMENT TO THE
TEXT OF THE CITY OF SANTA MONICA CIVIC CENTER
SPECIFIC PLAN AND DIRECTING THE PLANNING
COMMISION TO INITIATE THIS AMENDMENT
WHEREAS, on June 28, 2005, the City Council adopted the Civic Center
Specific Plan, which included the creation of the Main Street Circle; and
WHEREAS, on March 24, 2009, the City Council held a study session to
consider an integrated approach to planning and implementation of Civic Center
and Expo Light Rail improvements, which recommended, among other things,
elimination of the Main Street Circle as a public improvement as it was no longer
aligned with the broader priorities for the Civic Center; and
WHEREAS, on May 11, 2009, at a workshop to consider the integrated
planning opportunities related to Civic Center and Expo Light Rail improvements,
there was broad community support for removing the Main Street Circle from the
Civic Center Plan; and
WHEREAS, the proposed Main Street Circle has created challenges for
public safety officials and the RAND Corporation following the events of
September 11, 2001; and
WHEREAS, the City Council desires to consider an amendment to the
text of the City's General Plan and hereby declares its intention by adopting this
resolution pursuant to Santa Monica Municipal Code Section 9.04.20.18.080(b)
to direct the
Planning Commission to initiate an amendment eliminating the Main Street Circle from
the Civic Center Specific Plan, therefore,
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
Section 1. Pursuant to the Santa Monica Municipal Code Section
9.04.20.18.080(b), the City Council does hereby announce its intention to consider
amending the text of the City's Civic Center Specific Plan to eliminate the Main Street
Circle and directs the Planning Commission to initiate this amendment.
Section 2. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
