A special meeting of the Santa Monica City Council w°as called to order by Mayor Shrivel at 5:42 p.m.,
on Thursday, June 10, 2014, at City Council Chambers, 1685 Main Street.

Councilmember O'Day absent. Councilmember Davis led the assemblage
in the Pledge of Allegiance.

LUCE (FEIR) and Netiv Land Use and Circnla~ian Element (LUCE) -
Recommendation to review the Draft Land Use and Circulation Element
(LUCE), the Planning Commission Resolution recommending adoption of
the LUCE with modifications, and the Final Environmental Impact Report
{FEIR). Council will be asked to endorse components ofthe LUCE
tluougl~ a series of scheduled meetings and to adopt resolutions to: {1)
Certify= the Land Use and Circulation Element Final Enviromnental Impact
Report; (2) Approve a Statement of Overriding Considerations and make
necessary CEQA findings; and {3) Adopt the Final Land Use and
Circulation Element for the City of Santa Monica, alas presented.
Staff presented relevant information on the concepts of Neighborhood
Conservation, Historic Preserv=ation, Boulevards, and the Circulation
Element.

Valerie Cmffin, Paul Rosenstein, Gary Gordon, M. Tarbet, and David ',
Fetterman commented on various aspects of the presentation.
Considerable discussion ensued on the merits of the presentation and
information provided. After discussion, on order of the Mayor, the
information was received and filed.
