A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONIGA TO APPROVE
THE WATER SUPPLY ASSESSMENT FOR
THE LAND USE AND CIRCULATION ELEMENT {LUCE)
THE CITY COUNCIL OF THE CITY OF SANTA MONICA HEREBY FINDS AND
DECLARES AS FOLLOWS:
WHEREAS, Santa Monica's existing-Land Use and Circulation Element
{"LUCE") was adopted as part of the City's General Plan by the City Council in
1984 and has not been significantly revised since then; and
WHEREAS, in 2004, the City initiated an extensive multi-year planning
process of adopting a new LUCE; and
WHEREAS, Section 21151.9 of the Public Resources Code and Section
10910 et seq. of the Water Code require the preparation of a water supply
assessment {"WSA") in connection with the environmental review for any
"project" as defined by Water Code Section 10912, to be prepared ei#her by the
"public water system" responsible for serving the project or, where no such public
water system can be identified, by the city or county preparing the environmental
document for the project; and
WHEREAS, this statutory provision does not explicitly require the
preparation of a WSA for a general plan update such as the proposed LUCE, as
the gathering of water-related information for a general plan update should occur
Through the inter-agency consultation process set forth in Government Code
Sections 65352 and 65352.5, the city nevertheless believed it to be prudent and
appropriate to undertake this analysis as part of the LUCE EIR process and to
consider the proposed LUCE update as a "project" for purpose of the Water
Code Section 10912: and
WHEREAS, there is no retail public water system other than the Gity itself
that provides a water supply to the City; and
WHEREAS, the City therefore prepared a WSA for the proposed LUCE
update {hereafter "the Project") in accordance with Section 10910 et seq. of the
Water Code, and included the WSA as Appendix G of the Final Environmental
Impact Report; and
WHEREAS, the City Council of the City of Santa Monica has
independently reviewed and analyzed the WSA, and has considered the
information contained therein prior to approving this resolution and
recommending action on the WSA; and
WHEREAS, the WSA reflects the independent judgment and analysis of the City
of Santa Monica Water Resources Division.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct and the City Council so finds
and determines.
SECTION 2. The City Council makes the following findings, based on the entire
administrative record for the Project:
(a) The WSA satisfies all requirements of Sections 10910 et seq. of the Water
Code;
(b) The existing groundwater source of supply that is identified to serve the
Project is projected to be sufficient to meet up to 12,400 acre-feet per year
("AFY") of the Project's projected peak demand of 16,066 AFY in normal
water years and in single and multiple dry water years, over a 20-year
projection.
(c) At projected peak demand of the Project, reliance solely on the existing
groundwater source of supply would leave unmet Project demand of up to
3,666 AFY in normal water years and in single and multiple dry water
years. Accordingly, the existing groundwater source of supply is not
sufficient to meet projected peak demand of the Project, in addition to
existing and planned future land uses (including agricultural and
manufacturing uses) during .normal, single dry and multiple dry water
years, over a 20-year projection.
(d) Pursuant to Water Code Section 10911(a), continued measures for
making imported surface water supplies from Metropolitan Water District
of Southern California available are planned to serve that portion of the
Project's projected water demand that is not met with the existing
groundwater source of supply. The City's current imported surface water
supplies are approximately 12,636 AFY. With planned increases in
sustainable use of groundwater supplies, the City would decrease its
reliance on imported surface water supplies. The planned surtace water
supplies would make approximately 4,006 AFY of water available to serve
the Project's projected peak demand in normal water years and in single
and multiple dry water years, over a 20-year projection. Per Metropolitan's
approved Water Supply Allocation Plan, as adopted on February 12, 2008,
the City of Santa Monica could receive up to 9,448 AFY during multiple
dry years.
(e) Other measures aimed at ensuring adequate water supplies to the project
area are Policies S6.1, S6.7, and S6.8 of the proposed LUCE. Policy S6.1

requires the City to ensure that adequate water supplies are available for
future development throughout the planning horizon of the LUCE. Policy
S6.7 requires the City to rely on groundwater only to the extent that such
usage is "consistent with the safe yield" of the Santa Monica Groundwater
Basin. And Policy S6.8 requires the City to prepare a citywide
Groundwater Management Plan, in order to ensure that the safe yield is
not exceeded.
(f) Based on the analysis summarized above under items (b) through (d) and
with implementation of Policies 56.1, S6.7, and S6.8 of the proposed
LUCE, the total sources of water supply identified to serve the Project
would be sufficient to meet projected demand of the Project, in addition to
existing and planned future land uses during normal, single dry and
multiple dry water years, over a 20-year projection.
SECTION 3. The City Council hereby approves the WSA for the Project:
SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and thenceforth
and thereafter the same shall be in full force and effect.
