R-10504City Council Meeting: 6-24-2010 California RESOLUTION NUMBER 10504 (CCS) (City Council Series) Santa Monica, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONIGA OPPOSING THE "DIRTY ENERGY PROPOSITION" WHEREAS, out-of-state oil companies are spending millions to promote a deceptive ballot proposition that will eliminate California dean energy .and air pollution control standards that protect our health and environment; and WHEREAS, the oil companies claim their proposition will only "suspend" AB 32's-air pollution and health regulations until California's economy gets better, but the reality is their proposition will eliminate California's clean air standards by prohibiting them from being enforced unless the state's unemployment rate drops to a fixed level that has rarely ever been achieved; and WHEREAS, air pollution is a major threat to public health in California, with skyrocketing rates of asthma and lung disease, especially among children and this initiative will increase air pollution and the attendant public health risk; and WHEREAS, this proposition would also destroy California's newly emerging clean energy businesses that have flourished because of California clean energy and clean air laws; and WHEREAS, since 2005, Califarnia green jobs have grown 10 times faster than the statewide average for all jobs. California's clean teohriology sector received X2.1 trillion in investment capital in 2009 -more than five times the investment of any other state; and WHEREAS, this proposition would both halt the dynamic growth in California°s clean energy businesses and result in the loss of tens of thousands of jobs and billions. of dollars in economic growth; and WHEREAS, by eliminating competition from clean energy producers, this proposition would foster and enable our society's addiction to oil to the detriment of our environment, our health, and our economy. NOW; THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 3. The City of Santa Monica opposes Initiative No. 09-0104, The "Dirty Energy Initiative". SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and ef€ect.
