company that would rent zledric, hybrid. and
natural gas cars to the public. tzars before a

Lars, was at 14 airports, serving over 200,000
customers. Policies That wpporled envimn-
mental vehicles in Califomia helped us to
establish and grow our company
Twelve years later, I am now a Santa
Monica Ci6y Council member and also
directing an environmental foundation.
Now more than ever, California policy is
leading a national trnnsforznatinn to a dean-
enerey fu[um. And small businesses an'oss
the state are positioned [o deliver [he bene-
fits of clean energy.
As Robert Kennedy !r. often says, good
environmental policy is good economic pol-
icy 100 parsers[ of the time. Historical data
on energy zfficiency in Califomia supports
his claim. The state's appliance and building
zfficieney standards hive saved Califomians
over $56 billion since [he 1970s- [hat's the
eyuivalen[ of $1,000 per household.
Over the pass 35 years, energy eficiency
measures have been [he cmners[one of
Califomans zconomic success story. Clean
energy policies are recharging California's
economy. Gn:en jobs ere growing 2.5 times
as fast as traditional john, and Califomiai
dzan<nzrgy economy has attracted more
than $6.5 billion in venture capital in the
past three years- skym<keting above previ-
ous levels. The Global Wanating Solutions
Act (A632), Passed in 2006, requires us to
reduce ourgiobal warming poll W ion IS per-
cent by 2020, and is partly responsible for
[his growth because i[ provides market rsr-

' Moving. our economy to a cleanenergy
Poture is something [ha[ Santa Monica has
been doing for years. City Hall adopted a
groundbreaking Smeinable Ci[y Plan in
1994 and became a leader in a movement
[ha[ Nos resulted in sus[ainabili[y bzeotning
a mainstream practice in governmzm, busi-
ncr, and our daily Iivcs. to 2000, Santa
Monica became [he first city in the country
[o purchase IOU percent of its electricity
finm renewable sources, and me[ the 2012
Kyoto glohal warming pollution reduction
goals five years early. Through programs like
Solar San[n Monica and through pm'a[e
action, we quadrupled thz amours[ of solar
photovoltaic installations in just two years.
In fact there are over 40 "Santa Monica
Certified Green Businesszs' here and one of
[hz la[gcst concentrations of eerd6ed green
buildings in thz country.

appliance knows energy efficiency saves
money. Money left in Califomians' pockets

Take the case of [he solar energy system
pending approval for installation by the Santa
Monica-Malibu Unifizd School Dis[ric[.
Thanks to a partnership with Solar Santa
Monica, [ha (TLSlllat may install a system that
is anficipa[ed to avoid the production of
almost 24,000 tool of greenhouse gases over
thanext 25 yeas and save over $ I million in
energy costs. That's $1 million that will be
reinvested in our schools and onr children.
To understand what clean energy policies
mean m small business locally, The Bra[[Ie
Gronp, an independent economic reseatth
organization, audited five years o(elecmcity
and gas bills from the Rorder Gall on Foutth
Street. With carbon-cooing technologies,
the Border Grill could completely absorb the
small increase in energy costs related to AB
32 by ~aidng the price of a $20 meal Tess than
three cents in 2020. That pales in compari-
son m [he effect of inda[iori over 10 years: a
typical increase of 2 percent per year would
add $438 [o a $20 bill.
.AB32 and energy efficiency policies are
helping small businesses throughout
Califomia. Consider Tom Rowmam who
Inns Bowman Design Group, a small tyro
pony in Signal HiII. He changzd his business
practices to reduce energy consumption and
found [hat his changes improved everything
from the welfare of his workforce to the
overall gmnv[h of his business.
'Businesses moat eonsramiv innovate in
order to thrivef he says. Everything Tom did
had a return on investment. He traded an
SUV for a hybrid car and plugged equip-
ment into power strips that were switched
oft s[ nigh[. He replaced several office
machines with a single multi-function unit.
When [he air conditioner broke down, he
upgraded to the mns[znergy efficient model
hz could afford. By slashing its carbon foot-
print by 6> percent, Bowman Design saves
about $9,000 a year.
A lecep[ poll Cound that 70 pemen[ of
Califomia vo[els recognize that a dean envi-
ronment and strong uonomy go hand in
hand. Out-of-stale opponents of AR32 will
spendmillions to convince us otherwise. 1n
Santa Monica, however, we have already seen

have the experience already in plae m be a
leader in the emerging clean-energy economy.
