.Recommended Action
Staft recommends that the City Council (Council):
1) Adopt a resolution (Attachment A) finding the use of funds from the
Redevelopment Agency to pay for identified public improvements, including
development of design criteria; design, planning, preparation of construction bid
documents and financial analysis associated with the Exposition Light Rail Green
Streets and Station Enhancement projects, the Pico Library, and the Civic
Auditorium District project (collectively, the Projects) to be of benefit to the
Earthquake Recovery Redevelopment Project Area; and
2) Authorize the City Manager to execute a Cooperation Agreement between the
City and the Redevelopment Agency for payment of the costs associated with the
Projects.
Staff recommends that the Redevelopment Agency (Agency):
1) Adopt a resolution (Attachment B) finding the use of funds from the
Redevelopment Agency to pay for identified public improvements, including
development of design criteria, design, planning, preparation of construction bid
documents-and financial analysis associated with the Exposition Light Rail Green
Streets and Station Enhancement projects, the Pico Library, and the Civic
Auditorium District project (collectively, the Projects) to be of benefit to the
Earthquake Recovery Redevelopment Project Area; and
2) Authorize the Executive Director to execute a Cooperation Agreement between
the Redevelopment Agency and the City for payment of the costs associated with
the Projects.
Executive Summary
During FY 2009-10, Council authorized the use of redevelopment funds to pay for the
costs associated with the development of Exposition Light Rail Green Streets and
Station Enhancement projects, the Pico Library, and the Civic Auditorium District project
(the Projects). California Redevelopment Law requires the completion of certain actions
by the Council and Agency in order to use redevelopment funds for this purpose.
Specifically, the Council and Agency must execute a cooperation agreement and adopt
a resolution making certain findings in order to fund the projects as proposed.
Background
On February. 9. 2010, the Council approved a contract with Cityworks Design, in an
amount not to exceed $368,000, utilizing redevelopment funds to pay for costs
associated with development of urban design criteria for integration of the Expo Light
Rail on Colorado Avenue and other streets, and to assist the City with coordinating the
implementation of the criteria in the Expo Light Rail Transit project (Expo LRT). The
enhancement of Colorado Avenue as a transit boulevard is a central component of the
Civic Center/Downtown plan. The improvements on Colorado Avenue consist of two
major components: the 12-block portion from 17th Street to the planned Downtown Expo
LRT Terminus Station, and the portion continuing west from approximately 5th Street to
Ocean Avenue. Cityworks Design will assist with the development of criteria, reflecting
the community's desires for the reconstruction of Colorado Avenue, and coordinate
integration of the criteria into the designs and cost estimating for the Expo LRT.
On February 23, 2010, Council authorized the City Manager to negotiate and execute a
professional services agreement with Koning Eizenberg Architecture for design and bid
document preparation for the Pico Branch Library, for an amount not to exceed
$882,590, financed with redevelopment funds. Koning Eizenberg Architecture will
provide architectural and engineering services fora 7,500 square foot, branch library
building at Virginia Avenue Park.
On March 9, 2010, Council authorized redevelopment funding in the amount of
$132,000, to fund the portion of the City's contract with The Odermatt Group for
planning and urban design services for the Exposition Light Rail Station Enhancement

project to ensure that station design and access meet the City's urban design goals and
objectives.
On April 5, 2010, in anticipation of extensive community revitalization efforts associated
with the future Civic Auditorium Districts Project, staff completed an agreement with
Strategic Advisory Group (SAG), in an amount not to exceed $70,000, utilizing
redevelopment funds, for financial analysis services to study the cultural component at
the future Civic Auditorium. In addition to assisting the City with negotiating the
private/public partnership agreement with the Nederlander Group for operation of the
Civic Auditorium, SAG's advisory services include cash flow analysis to assist the City
with financial planning efforts.
Discussion
To fund the Projects as described above, the Council and Agency must:
®' Adopt a Resolution for the Projects, making certain specific findings of benefit to
the Earthquake Recovery Redevelopment Project Area; and
® Prepare and execute a Cooperation Agreement for the Projects, summarizing the
specific redevelopment funding allocations and description of the work efforts
associated with the Projects
The Cooperation Agreement will allow the Agency to record the collective financial
obligations of $1,452,590 as indebtedness. The resolution must be adopted in order to
make the appropriate findings as required by the Health and Safety Code Section
33445. The attached resolutions find that: 1) the use of these funds is a benefit to the
Earthquake Recovery Redevelopment Project area; 2) no other reasonable means of
financing for the improvements is available; 3) the payment of funds for the Project will
assist in the elimination of one or more of the conditions resulting from the 1994
Northridge Earthquake disaster inside the Earthquake Recovery Redevelopment Project
area; and 4) the Project is consistent with the Redevelopment Agency's Five-Year
Implementation Plan.
