Subject: Design-Build Contract for the Woodlawn Cemetery Office Conversion

Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute adesign-build contract for preconstruction and construction services with
Carrier Mausoleum Construction U.S.A., Inc. for the Woodlawn Cemetery Office
Conversion Project, in an amount not to exceed $315,270, including a 10%
contingency.
Executive Summary
On April 28, 2009, Council approved the Cemetery Business Plan that includes the
addition of a new columbarium space as part of the strategy. for the Cemetery to be
financially sustainable. To this end, the City solicited bids for design-build services to
convert the old, unused Cemetery office into a new columbarium. Carrier Mausoleum
Construction U.S.A., Inc. is recommended as the design-builder at a cost of $315,270.
Background
On April 28, 2009, staff presented along-Term Business Plan for Woodlawn Cemetery
that identified amulti-phased plan to increase the capacity of the Cemetery and achieve
financial sustainability. The Cemetery Business Plan includes an Inventory
Development Plan to create additional niches (ash urn compartments) that would
generate substantial revenue and enable the Cemetery to continue to provide the
community with diverse interment options.
Discussion
The 400-square-foot Cemetery office space on the first. floor of the mausoleum was
vacated in August 2006 when Cemetery staff relocated to the second floor of the

premises. The proposed project would convert this unused office space into the Bay
View Columbarium. The new columbarium would provide approximately 367 additional
niches, which is estimated to bring approximately $2 million in additional revenue to the
Cemetery.
Design-Build Contractor Selection
On April 7, 2010, the City issued a Notice Inviting Bids for design-build services of the
Woodlawn Cemetery Office Conversion Project. The bid consisted of a fee for design
and construction services. The City received the following five bids on April 29, 2010:

Staff from the Cemetery, Architecture Services, and Civil Engineering Divisions
reviewed the bids and shortlisted three design-build contractors: Carrier Mausoleum
Construction USA, Inc., Matthews International, and Tsuchiya Construction Co. &
Lorcan O'Herlihy Architects. The shortlisted contractors were contacted with follow-up
questions on May 4, 2010. Carrier Mausoleum Construction U.S.A., Inc. was
unanimously selected by the review committee as the best bidder.
Carrier Mausoleum Construction U.S.A., Inc. is recommended based on their project
fee, proposed team members, quality of design, and past experience with relevant built
projects. Carrier Mausoleum Construction's past projects include: Good Shepherd
Cemetery for the Diocese of Orange in Huntington Beach, California; The Holy
Sepulcher Cemetery in Orange, California; and Assumption Cemetery in Simi Valley,
California.

Financial Impacts & Budget Actions
The contract amount to be awarded to Carrier Mausoleum Construction U.S.A., Inc. is
$315,270. Funds are available in account number 0374036.589000 Cemetery
Inventory Development.
