Subject: Modification of Agreement for Licensed Clinical Social Worker
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a modification to Professional Services Agreement #9092 in the amount of
$16,442 with Ms. Dorothy Berndt, Licensed Clinical Social Worker (LCSW). This will
result in a-new contract amount of $50,000 for the first year of athree-year contract.
Executive Summary
On August 20, 2009 the City (Human Services Division and the Housing Authority)
entered into a contract with Dorothy Berndt, LCSW, in an amount not to exceed
$218,400 over athree-year period. The joint contract was to provide clinical assessment
of special needs populations. The Housing Authority was approved to expend a
maximum amount not to exceed $100,674 of the $218,400 over athree-year period with
an annual limit not to exceed $33,558 for Ms. Berndt's services. The recommended
modification to increase the annual maximum amount from $33,558 to $50,000 in the
first year will not impact the approved three-year contract maximum of $100,674 as
costs for Ms. Berhdt's services during years two and three will not exceed $50,674 as
the demand for Ms. Berndt's services will decrease over time.
Background
At its meeting on July 14, 2009, Council authorized a professional services contract with
Dorothy Berndt, LCSW to provide clinical support for the Housing Authority and the
Human Services Division in an amount not to exceed $218,400 for athree-year term.
Discussion
In 2009, the U.S. Department of Housing and Urban Development (HUD) awarded the
Housing Authority two new Shelter Plus Care Grants, adding 35 permanent new
housing vouchers for homeless and disabled persons to the existing vouchers managed

by the City. In a push to bring new applicants into the program and maximize the
number of vouchers leased, the Ms. Berndt's workload and hours must be increased to
provide support and work with potential clients. Clients include persons who are
chronically homeless, physically and mentally disabled, and seniors. Ms. Berndt
reviews documentation of disability and homeless status to assure eligibility for various
programs, is deployed by staff to conduct assessments in the field, connects recipients
to other mainstream services and assures appropriate treatment, and provides technical
clinical training to contracted service providers and staff. The recommended increase of
$16,442 will fund additional expenses for professional services related to the two new
grants. This increased workload is not anticipated to continue into years two and three
as participants will already be housed and receiving community based case
management, and the demand (and cost) for Ms. Berndt's professional services will
decrease.
