R-10475City Council Meeting: May 11, 2010 Santa Monica, California RESOLUTION NUMBERloa~s (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING NEW PARKING RATES FOR DOWNTOWN STRUCTURES 1-g, MAIN LIBRARY, CIVIC CENTER PARKING STRUCTURE, AND CIVIC AUDITORIUM LOT WHEREAS, The City of Santa Monica operates parking facilities in the Downtown area (Parking Structures 1-g), at the Main Library, and the Civic Center which serve visitors working, doing business and attending community events in the Downtown area; as well as visitors to the Library and the Civic Center; and WHEREAS, the Council is authorized to set parking rates, by resolution, for the Citys parking facilities; and WHEREAS, the City Council endorsed parking rate changes recommended in the Walker Parking Study; and WHEREAS, the Downtown parking load would be more evenly distributed among City parking facilities if the parking rates were adjusted to promote increased use of all City-owned parking facilities; and WHEREAS, the location and price of parking can have direct impacts on traffic circulation patterns and traffic congestion; and 1 WHEREAS, distributing the parking load more evenly and thereby maximizing the utility and use of all City facilities will make parking easier, reduce traffic congestion, and will otherwise promote the public convenience and welfare. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The following fees are established for Downtown Parking Structures 1 through 6, located in Parking Meter Zone "D": 1. Daytime (8:00 AM to 6:00 PM) parking rates shall be as follows: a. First two hours free; and b. Each additional 30 minutes $1.OO, including tax; and c. Daily maximum: $g.00, including tax, per entry. 2. The off-peak (after 6:00 PM) parking rate shall be $5.00, including tax, per entry. 3. The monthly parking rate shall be $121.00, including tax. SECTION 2. The following fees are established for Downtown Parking Structures 7 through 9, located in Parking Meter Zone "C": 1. Daytime (8:00 AM to 6:00 PM) parking rates shall be as follows: a. First two hours free; and b. Each additional 30 minutes $1.00, including tax; and c. Daily maximum: $9.00, including tax, per entry. 2. The off-peak (after 6:00 PM) parking rate shall be $5.00, including tax, per entry. 3. The monthly parking rate shall be $121.00, including tax. z SECTI0~1 3. The following fees are established for the Main Library Parking Structure, located in Parking Meter Zone "C": 1. Weekday daytime (8:00 AM to 11:00 PM) parking rates shall be as follows: a. Fifteen minute grace period for book return; and b. $0.50 per 30 minutes, including tax; and c. Daily maximum: $10.00, including tax, per entry. 2. The weekend and holiday parking rate shall be $3.00, including tax, per entry. 3. The weekday off-peak (after 4:00 PM until 11:00 PM) parking rate shall be $3.00, including tax, per entry. 4. The monthly parking rate shall be $82.50, including tax. SECTION 4. The following fees are established for the Civic Center Parking Structure and Civic Auditorium lot, located in Parking Meter Zone "C": 1. Weekday daytime (6:00 AM to 6:00 PM) parking rates shall be as follows: a. $1.50 per 20 minutes, including tax; and b. Daily maximum: $9.00, including tax, per entry. 2. The weekend and holiday parking rate shall be $3.00, including tax, per entry. 3. The weekday off-peak (after 6:00 PM until 6:00 AM) parking rate shall be $3.00, including tax, per entry. 4. The monthly parking rate shall be $82.50, including tax. 5. The rates listed above shall apply to vehicles entering the Civic Center Parking Structure and/or the Civic Auditorium Lot on the days specified, unless an event is scheduled at fhe Civic Auditorium for that day. If an event is scheduled, the daily flat rate maybe up to $15.00, with approval of the City Manager. 3 SECTION 5. The City Manager is hereby authorized to waive parking fees at the Civic Center for up to 25 evening events at Santa Monica High School per year, which waiver shall be granted if no other event is occurring at the Civic Center on the night of the High School event. " SECTION 6. The City Mahager is hereby authorized to waive parking fees for those attending City meetings and City-sponsored events that are free and open to the public. SECTION 7. The City Clerk shall certify to the adoption of this Resolution, which shall become effective at such time as appropriate signs notifying the public of the provisions herein have been posted by the Department of Finance.
