R-10474RESOLUTION NUMBER 10474 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AMENDING THE GENERAL PLAN LAND USE ELEMENT TO ESTABLISH A POLICY TO RETAIN EXISTING RECYCLING AND REFUSE FACILITIES AND ALLOW THEIR IMPROVEMENT SUBJECT TO SPECIFIED DEVELOPMENT STANDARDS WHEREAS, an application for a General Plan Amendment was filed by City of Santa Monica ("City") pursuant to Santa Monica Municipal Code Section 9.04.20.18.080(c); and. WHEREAS, the application requested that the General Plan Land Use Element be amended to authorize the retention of existing solid waste transfer stations, material recovery facilities and public utility service centers and to allow improvements to these facilities up to a maximum height of two stories and forty- five feet; and WHEREAS, the Land Use Element currently limits the height of buildings in the Industrial Conservation District to 30 feet with artist studios allowed a maximum height of 45 feet; and WHEREAS, structures such as solid waste facilities and material recovery facilities require additional height and volume to accommodate certain vehicles and equipment; and WHEREAS, on April 21, 2010, the Planning Commission reviewed and recommended the proposed amendment to the General Plan Land Use Element, NOW. THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council finds that an amendment of the General Plan Land Use Element is appropriate for the reasons detailed in the findings above. SECTION 2: The City Council has reviewed and considered the amendment which would add Policy 1.9.5 to the Land Use Element as set forth in Exhibit A and hereby adopts the amendment as shown. SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: Exhibit A Proposed Land Use Map Amendment (10GPA001) The text amendment to the General Plan Land Use Element is proposed as follows with the addition of Policy 1.9.5: 1.9.5 Retain existing solid. waste transfer stations. material recovery facilities and public utility service centers. and allow improvements to such existing facilities up to a maximum height of two stories and forty-five feet.
