Subject: Provide Heavy-Duty Batteries
Recommended Action
Staff recommends that City Council authorize the City Manager to award bid #2989 to
Advanced Battery Systems Inc. in the estimated annual amount of $120,000. Two
additional one-year renewal options are available at an increase each renewal year.
The estimated annual expenditure is $120,000.
Executive Summary
The current purchase order for batteries is due to expire. A formal bid process was
conducted. Staff recommends Advanced Battery Systems Inc. to provide heavy duty
batteries at an estimated annual cost of $120,000.
Background
The Transit Buses at the Big Blue Bus use three different style of Model 8D HD
Batteries. The older buses (NOVA and 1997 New Flyer) use a side terminal battery, the
NABI bus uses a sealed AGM battery, and the newer New Flyer buses use a top post
terminal battery.
Discussion
With the increased demand on the electrical system from the Automated Fleet
Management System (AFMS), the head sign, and other innovative electronics, the
Model 8D battery has required more frequent service and replacement. Currently, 202
buses are equipped with Model 8D batteries and each bus has two batteries. The 8D
battery produces 1500 Cold Cranking Amps (CCA); it's a heavy duty battery that is
widely used in transit applications. However, for ease of handling the NABI 60 ft.

articulating buses will be equipped with heavy duty group 31 batteries. These batteries
are rated at 1150 CCA. And each bus will have six group 31 batteries in each bus.
Vendor Selection
In October 2009 the City published Notices Inviting Bids to provide batteries to the Big
Blue Bus in accordance with City specifications. The bid was posted on Planet Bids
and notices were advertised in accordance with City Charter and Municipal Code
provisions. Three bids were received and publically opened on November 9, 2009 per
Attachment A. Advanced Battery Systems was the lowest responsive bidder, and is
recommended.
