Subject: Purchase of Tires for Heavy-Duty Vehicles
Recommended Action
Staff recommends that City Council authorize the City Manager to award Bid #2973 to
Tarulli Tire, Inc. for the purchase and delivery of tires for heavy-duty vehicles as
required by the Fleet Management Division in an amount of $26,667 for the remainder
of FY 2009-2010 and an estimated amount of $160,000 annually for the next two years,
for a total of $346,667.
Executive Summary
Staff recommends award of bid to Tarulli Tire, Inc. for the purchase of tires for heavy-
duty vehicles at specified unit prices, plus applicable sales tax, through June 30, 2010,
with two additional one-year renewal options at prices subject to manufacturer price
increases and annual budget approval. The estimated expenditure for the remainder of
FY2009-2010 is $26,667 and $160,000 annually for the next two years.
Discussion
The vehicles in the City's fleet require replacement tires as part of the routine
maintenance managed by the Fleet Management Division. New or recapped tires are
required as tires wear out or are damaged. Recapped tires are not only more
economical but also more sustainable as the use of recapped tires reduces the use of
natural resources. The tires are extensively inspected to ensure the casing is free of
any defects. New tread is secured to the old tire casing using heat and vacuum
pressure to ensure it does not fail in use.. Road call assistance services are also
required.

Vendor Selection
In November 2009 the City published Notices Inviting Bids to furnish and deliver tires for
heavy-duty vehicles in accordance with City specifications. Bid forms were posted on
Planet Bids and notices were advertised in accordance with City Charter and Municipal
Code provisions. Three bids were publicly opened and read on December 10, 2009
per Attachment A.
Bids were evaluated based on competitive pricing, ability to meet specifications, and
completeness of bid response. Based on these criteria, staff recommends Tarulli Tire
Inc. as the best bidder.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Tarulli Tire, Inc. is $26,667. Funds are
included in the FY 09-10 budget in account number 54554.522930, "Vehicles-
Tire/Tubes." Budget authority for subsequent years will be included in each annual
proposed budget. ,
