AB 2337 (Ammiano) -- prohibiting CaIPERS /CaISTRS investments in companies that
operate "predatory equity schemes" designed to profit from practices that displace
tenants from rent-controlled housing units -- passed today out of the Assembly
Committee on Public Employment, Retirement and Social Security (on a straight party-
line vote). This bill appears to be entirely consistent with existing City policy, including
these elements of the City's "Legislative Policies" document:
The City supports efforts to provide greater protection of displaced tenants, such as
ensuring the continued enforcement of rent control, when mobile home parks are
converted into condominiums (2007).
* The City supports efforts to provide vulnerable tenants with additional rights and
protections from landlord abuses.
(and)
AB 2743 (Nava) -- prohibiting a landlord, that allows a tenant to have an animal on the
premises, from advertising or establishing rental policies in a manner that requires a
tenant or a potential tenant with an animal to have that animal debarked or declawed,
for other than therapeutic purposes, as a condition of occupancy -- is going to be heard
the first-time in the Assembly Committee on Judiciary on April 27.
I called the California Apartment Association about their position. They say they ARE, in
fact, in SUPPORT of the bill
