To: Mayor and City Council From: City Staff Subject: A Report on Sewage Flows to the Colorado Street Sewer Introduction This report presents information regarding the existing flows into the Colorado Sewer. Background In February, the Staff prepared a staff report entitled, "Recommendation to Adopt Sewer Connection Fees." At that time, it was reported the sewer operated under surcharge during the A.M. peak period on many weekdays. It was further stated the largest users had been requested to discharge more of their waste during off-peak hours. On March 6, a report from Building Officer Rome was sent to Council entitled, "Water Conservation and Building Codes - Information", giving the status of building code requirements applying to water saving plumbing fixtures and other items. Also on March 24, a report from the General Services Department was sent to the Council entitled, "Suggestions for Water Conservation Ordinances." The Staff has been in contact on several occasions with several of the largest water users. A letter from St. John's Hospital is attached for reference. A check of three of the largest users tributary to the Colorado Sewer shows that despite a cooperative atti ude, they have been unable to reduce water usage in the past 4 months, //e pp~ 1 4 9981 To: Mayor and City; uncil _2.. From: City Staff Sufijeot: A Report on Sewage Flows to the Colorado Street Sewer Santa Monica, CA April 7, 1881 Recent observations of the sewer during the A.M. peak flow period have shown that the surcharge situation is reduced and now occurs to a lesser extent and during only a few hours (estimated to fie less than 6 hours) each month. The staff .believes this reduction in flow is due to the fact that there has been very little rain, and the resulting infiltration of storm water has been reduced. The City Engineer and the Director of General Services believe there will not be a serious .surcharge problem with the Colorado .Street Sewer, if the current schedule for replacement of the sewer, as approved by the City Council on March 25th and February 10th, is adhered to. If that schedule is satisfied, the construction of the new sewer will begin in July, and significant portions will be completed and in use prior to the rainy season this fall..
