SUBJECT: Approval of Change Order for Emergency Sewer Work
Introduction
This report requests the City Council to approve an emergency
change order in the amount of $7,000 with a corresponding
increase in the existing contract which is needed to complete the
1982-83 Sewer Replacement Program.
Background
On May 24, 1983, the City Council awarded Contract No. 3903 (CCS)
plus contingencies to Vicco Construction, Inc. in the amount of
$83,000. Since the start of construction, various change orders
have been issued which depleted the amount of contingency funds
available. One of the change orders was to do badly needed work
at an additional site on Lincoln Court at the unit price quoted
in the original bid.
During installation of the sewer in Lincoln Court, staff was
advised of a ne4v regulation of the County of Los Angeles Health
Department which requires a sewer line to be 5 feet from a
potable water line. The alignment of the new sewer which simply
replaced the old sewer did not meet this requirement. As a
result, 126 feet of the new sewer had to be moved to provide the
required clearance.
Staff has authorized the contractor to proceed with moving the
sewer pursuant to the Emergency Change Order provisions in the

Administrative Instruction on Change Orders. The change order
was authorized by the Deputy City Manager as the work was deemed
necessary for the preservation of public health and delay would
have resulted in excessive costs to the City.
Budget/Financial Impact
Appropriation authority for the necessary $7,000 is in Sewer
Project Account No. 31-500-661-000-901. The amount budgeted in
1982-83 for this work was $100,000. The total expenditures for
the project will only amount to $90,000 after completion of this
work.
Recommendation
It is recommended that the City Council approve an emergency
change order to Vicco Construction, Inc. in the amount of $7,000
necessary to complete the 1982-83 Sewer Replacement Program.
