Background In April 1981, the City engaged a consultant to design a new trunk sewer to extend from First Court and Colorado to Broadway and 20th Street. This sewer was to supplement the trunk sewer in Colorado Street which is more than 60 years old and serves the entire north one-half of the City. The project was budgeted at $1.5 million. A new sewer connection fee ordinance was adopted to help pay for this project and to date, more than $900,000 has been collected. In September, for $724,360. estimate. the City awarded a contract to Peter C. David Co. This bid was about $300,000 below the engineer's The project is now almost completed; only certain lateral connections and final paving remain to be done. During the course of the work a number of unknown underground obstructions were encountered. These included a buried concrete alley about three feet below the surface of First Court, the necessity of realigning i r ~^$ 9f n YI "~~~y vfK ~ u .~A e ~ J - 6S:SES:JAS City Council Meeting: July 27, 1982 Santa Monica, California a portion of the new sewer to clear certain underground telephone facilities, a significant amount of very heavy and wet soil which was unsuitable for backfilling, the necessity to replace a number of house laterals and the necessity for delaying work for approximately one month while the gas company moved one of their facilities. All requests by the contractor for extra work have been evaluated by the Engineering staff and the consultants. Requests in the amount of $29,000 have been denied by staff. Extra work in the amount of $162,000 has been approved by the staff in accordance with previous Council action authorizing change orders and considering credits for changed items of work. It is necessary at this time for the Council to approve a change order in the amount of $206,000 for the costs are additional extra work which was necessitated on this project. The total project cost will be $1,092,360 upon approval of this change order. This is over $400,000 below the budgeted amount. Recommdendation It is recommended that the City Council: 1. Appropriate $206,000 from Sewer Account to Accou-nt No. 31-500-661-000-901. 2. Approved change order for Broadway Sewer Project in the amount of $206,000.
