SUBJECT: Emergency Sewer Repair--Colorado Avenue at 12th Street

Introduction
This is the final report for the emergency sewer repair work recently
completed at Colorado Avenue at 12th Street.
Background
On December 17th, staff was informed that raw sewage was observed. at Kenter
Canyon storm drain at the foot of Pico Boulevard.
Through the help of the Los Angeles County Flood Control District, it was
determined the sewage was entering the storm drain at Colorado Avenue and
12th Street. The problem was being caused by an 18-inch sanitary sewer
that had been leaking. A badly deteriorated metal pipe connecting catch
basins to the storm drain was allowing the sewage to enter the storm drain.
Staff immediately engaged the firm of Matt J. Zaich and Sons, Inc., to
perform the work necessary to repair the leaking sewer and replace the storm
drain connector pipes. Emergency work may be let out to contract by the staff
without Council approval in accordance with the City Code, Section 2509.
Staff prepared a report to the Council concerning the problem and the need
for an emergency contract on December 19th. An updated report was also
forwarded to Council on December 31.
The contractor worked on December 22, 23,.24, 26, 29, 30, 31, and January 2,
5, 6, 7, and 8. The work is completed.

The contractor has submitted an invoice to the City for his work in the
amount of $15,398.33.
Funds in the amount of $50,000 for replacement of deteriorated catch
basin connector pipes along Colorado Avenue are in the 1980-81 Budget in
Account No. 01-500-661-000-920, encumbered in W. 0. No. 80990-000.
Recommendation
It is recommended the City Council confirm the Purchase Order in the
amount of $15,398.33 for the emergency repair work.
