This report requests City Council hold a public hearing on the
construction of high pressure sodium street lighting on Twenty-
fifth Street between Pearl and Ocean Park Boulevard, all within
the City of Santa Monica.
Background
Citizens of Twenty-fifth Street between Pearl and Ocean Park
Boulevard presented a petition signed by 710 of the property
owners for the subject street lighting district.
In accordance with Council policy, the City pays half the cost
of the project. The estimated cost to the City is $22,500 to
be appropriated at the time of the award of contract, The
property owners will pay the other half of the cost, payable in
full or by yearly installments on a 10-year bond at 7% interest
for any unpaid assessments over $150.00..
On December 8, 1981, the Council accepted the petition and
initiated this project by adoption of Resolution No. 6401,
instructing the Superintendent of Streets to order the work done.
The City Council must now hold a public hearing to hear and pass
upon objections or protests to the order to construct high-
pressure sodium street lighting, if any, by any property owner
or other interested party. Prior to calculating the assessments
on this project, staff will submit a report on the method of

During the 1981-82 Couneil budget sessiens, no funds were
appropriated .for the installation of street lights as previous
policy had been to appropriate funds for each project at the
time of the award of contract. The City, at the time of award
of contract for street light installation on the 200 block of
Euclid, will obligate itself for approximately $13,375. The
award of contract for Twenty-fifth: Street between Pearl and
Ocean Park will obligate the City for an additional $22,500.
In addition, staff has received a petition for street lighting
on Berkeley between Montana and Wilshire. If Council awards a
contract for this job, the City would then be obligated for an
additional $41,617. These three installations would. obligate
the City for approximately $77,49.2 for this fiscal year. No
advertising for bids from contractors has been done for any of
the three projects. The award of contract for each of the .jobs
will not occur before March 1982. Additional petitions total-
ling $104,105 have been sent to property owners at their request
for the following locations:
12th between Alta and Marguerita
Euclid between Brentwood Terrace and Carlyle
Oak between Eighteenth and Twenty~First
Alta between Ocean and Fourth
Centinela between Colorado and Pennsylvania
The staff proposes to submit these requests on a quarterly basis

and in accordance with a policy assuring equity among the
various neighborhoods of the City. No future lighting dis-
tricts will be submitted by the staff until a policy is approved
by the City .Council.
Not all of the above petitions will realistically be returned
to the City. In addition, these estimates are purposely on
the high side in order to protect the property owners from
surprise increases when the actual bids are received.
Recommendation
It is recommended that the City Council:
1. Open the public hearing.
2. Close the public hearing and overrule any protests.
3. Adopt the resolution ordering the work.
