SUBJECT: Public Hearing on Confirmation of Assessments for
Street Light Installation on:
1. 25th Street between Pearl and Ocean Park
2. Euclid between Georgina and Brentwood Terrace
3. Berkeley between Stanford and Wilshire
4. 12th Street between Marguerita and Alta
Introduction
This report requests that the City Council hold a Public Hearing
for the assessment of costs of street light installation on 25th
Street between Pearl and Ocean Park, Euclid between Georgina and
Brentwood Terrace, Berkeley between Stanford and Wilshire and 12th
Street between Marguerita and Alta and to adopt the attached
resolution confirming the assessment of costs.
Background
On August 9, 1983, the City Council set a public hearing for
September 13, 1983, on the assessment of costs of street light
installation on 25th Street between Pearl and Ocean Park, Euclid
between Georgina and Brentwood Terrace, Berkeley between Stanford
and Wilshire and 12th Street betaveen Marguerita and Alta.
Individual letters stating estimated cost of improvements and the
date of the public hearing were mailed to each property owner in
the district on August 26, 1983. In accordance with past policy,
staff is recommending that 100% of the cost be passed through to
the commercial property owners and 50% to the residential property
owners.

Budget/Financial Analysis
The total project costs to install the lighting is $132,800 (see
attached Street Superintendent's Report). The City's portion of
the total cost was previously paid to the contractor from the FY
1982-83 budget. The balance of the project cost ($66,400) will be
billed to the property owners.
Property owners have the option of paying cash within 30 days or
paying annual assessments of the amortized amounts over a 10-year
period at 7Y interest. The remaining amount owed to the
contractor will be paid-from receipts of the billing or from bond
proceeds..
Recommendation
It is recommended that the City Council:
1. Open the public hearing;
2. Close the public hearing and acknowledge any protests;
3. Adopt the attached resolution confirming the assessments.

NOTICE OF PUBLIC HEARING
Re: Street Light Installation on portions of 25th Street, Euclid, 12th and Berkeley
The installation of street lights on the above named streets has been completed, and
the cost is as shown above.
Pursuant to Streets and Highways Code Section 5881, this letter is notification that
the City Council, pursuant to Resolution No.6731 adopted August 9, 1983, has scheduled
a hearing to hear and pass upon the report of the Superintendent of Streets of the
cost of the installation, in connection with the above-described project, together
with any objections and protests, if any, which may be raised by any property owner
liable to be assessed for the cost of such street light installation and any other
interested persons.
The hearing will be held as follows:

TIME: 7:30 P.M.
Any protests or objections must be in writing and must be filed with the City Clerk
on or before the time set for the hearing.
Upon confirming on the report of the Superintendent of Streets, as provided for in
Streets and Highways Code Section 5881, the cost of the street light installation
will be assessed against your property, and you will be notified of the manner of
payment.
The City will provide financial assistance for low-to-moderate income persons. If your
income is less than $15,350 for a family of one person, $17,550 for two persons,
$19,750 for three persons or $21,900 for four persons, call Marsha Eubanks, 393-9975,

In the matter of construction of street
lightng and appurtenant work on 25th Street
between Pearl and Ocean Park, Euclid between
Georgina and Brentwood Terrace, Berkeley
between Stanford and Wilshire and 12th Street
between Marguerita and Alta in the City of
Santa Monica, County of Los Angeles, State of
California, as passed by the City Council of
said City pursuant to and in accordance with
Chapter 27 of the Improvement Act of 1911,
being Division 7 of the Streets and Highways
Code of the State of California:
I, Stanley E. Scholl, as Street Superintendent of said City, do
hereby certify that certain Contract No. 3850 (CCS), entered into
by and between S & G! Electrical Contractors and the City of Santa
Monica of said City, for construction of street lighting and
appurtenance work on 25th Street between Pearl and Ocean Park,
Euclid between Georgina and Brentwood Terrace, Berkeley between
Stanford and Wilshire and 12th Street between hiarguerita and Alta,
all within the City, has been fulfilled and performed to my
satisfaction, that I have accepted the work contracted for, and
that I have estimated upon all lots, portions of lots and parcels
of land within the assessment district described in said
Resolution and shown upon the diagram hereto attached, prepared by
the City Engineer, the benefits arising from the work performed
under said contract and to be received by each of said lots,
portions of lots and parcels of land within the said assessment
district, and as such Street Superintendent, I do now hereby
assess upon the lands in said assessment district the sum of
$66,400
the said sum being the total assessable amount due for the work
performed and specified in said contract, together with incidental
expenses as follows:
