Euclid between Georgina and Brentwood Terrace 3. Berkeley between Stanford and Wilshire 4. 12th Street between Marguerita and Alta Introduction This report requests that the City Council hold a Public Hearing for the assessment of costs of street light installation on 25th Street between Pearl and Ocean Park, Euclid between Georgina and Brentwood Terrace, Berkeley between Stanford and Wilshire and 12th Street between Marguerita and Alta and to adopt the attached resolution confirming the assessment of costs. Background On August 9, 1983, the City Council set a public hearing for September 13, 1983, on the assessment of costs of street light installation on 25th Street between Pearl and Ocean Park, Euclid between Georgina and Brentwood Terrace, Berkeley between Stanford and Wilshire and 12th Street betaveen Marguerita and Alta. Individual letters stating estimated cost of improvements and the date of the public hearing were mailed to each property owner in the district on August 26, 1983. In accordance with past policy, staff is recommending that 100% of the cost be passed through to the commercial property owners and 50% to the residential property owners. GS:SES:ME:JAS Council Meeting: September 13, 1,983 Santa Monica, California Budget/Financial Analysis The total project costs to install the lighting is $132,800 (see attached Street Superintendent's Report). The City's portion of the total cost was previously paid to the contractor from the FY 1982-83 budget. The balance of the project cost ($66,400) will be billed to the property owners. Property owners have the option of paying cash within 30 days or paying annual assessments of the amortized amounts over a 10-year period at 7Y interest. The remaining amount owed to the contractor will be paid-from receipts of the billing or from bond proceeds.. Recommendation It is recommended that the City Council: 1. Open the public hearing; 2. Close the public hearing and acknowledge any protests; 3. Adopt the attached resolution confirming the assessments. Pursuant to Streets and Highways Code Section 5881, this letter is notification that the City Council, pursuant to Resolution No.6731 adopted August 9, 1983, has scheduled a hearing to hear and pass upon the report of the Superintendent of Streets of the cost of the installation, in connection with the above-described project, together with any objections and protests, if any, which may be raised by any property owner liable to be assessed for the cost of such street light installation and any other interested persons. The hearing will be held as follows: DATE: September 13, 1983 PLACE: City Council Chambers 1685 Main Street Santa Monica, California TIME: 7:30 P.M. Any protests or objections must be in writing and must be filed with the City Clerk on or before the time set for the hearing. Upon confirming on the report of the Superintendent of Streets, as provided for in Streets and Highways Code Section 5881, the cost of the street light installation will be assessed against your property, and you will be notified of the manner of payment. The City will provide financial assistance for low-to-moderate income persons. Scholl, as Street Superintendent of said City, do hereby certify that certain Contract No. 3850 (CCS), entered into by and between S & G!
