Public Hearing on the Proposed Street Lighting
District on Twelfth Street between Alta and
Marguerita and on Berkeley between Montana and
Wilshire Boulevard
Introduction
This report requests City Council hold a public hearing on the
construction of high pressure sodium street lighting on Twelfth
Street between Alta and Marguerita and on Berkeley between Montana
and Wilshire Boulevard.
Background
Residents of Twelfth Street between Alta and Marguerita presented
a petition signed by 619 of the property owners for the subject
street lighting district. Residents of Berkeley between Montana
and Wilshire Boulevard presented a petition signed by 75% of the
property owners for the subject street lighting district.
The City's share of the cost needs to be appropriated at the time
of award of contract. To date, no funds have been encumbered for
any projects.
In accordance with Council policy, the City pays half the cost of
the. project. The estimated cost to the City is $58,368 to be
appropriated at the time of the award of contract. The property
owners will pay the other half of the cost, payable in full or by

yearly installments on a 10-year bond at 7q interest for any
unpaid assessments over $150.00.
On May 25, 1982, the Council accepted the two petitions and
initiated this project by adoption of Resolution No. 6488
instructing the Superintendent of Streets to order the work done.
The City Council must now hold a public hearing to hear and pass
upon objections or protests to the order to construct
high-pressure sodium street lighting, if any, by any property
owner or other interested party.
Recommendation
It is recommended that the City Council:
1. Open the public hearing;
2. Close the public hearing and overrule any protests;
3. Adopt the resolution ordering the work.

NOTICE TO IMPROVE
At a regular meeting held on May 25, 1982, the City Counci adopted
Resolution No. 6488 (CCS) which. instructs the Street Superintendent
to order property owners to construct high-pressure sodium street
lighting along the property fronting Twelfth Street between Alta and
Marguerita and fronting Berkeley Street between Montana Avenue and
Wilshire Boulevard. The materials and work shall be in accordance
with the standards of the City of Santa Monica. If construction is
not begun within 60 days from the date of this notice and diligently
and without interruption prosecuted to completion, the Street Super-
intendent shall cause the construction to be done and the cost shall
be assessed against and a lien on the property.
The City Council will hear and pass upon objections or protests to
the order to construct high-pressure sodium street lighting, if any,
by any property owner or other insterested party at the following
date, time and place:

You are in no way obligated to do this work yourself. State law,
however, requires the City to give you the opportunity to do so if
you desire. If you do not do the work, the City will contract to
have the lights installed and assess one-half the cost to you as
described in the petition circulated by your neighbor.
