SUBJECT: Accept Petition and Set Public Nearing for January 12,
1981, on the Street Lighting Petition for Twenty-fifth
Street between Pearl and Ocean Park Boulevard
Introduction
City staff has received a petition for installation of street
lighting on Twenty-fifth Street between Pearl and Ocean Park
Boulevard. The petition is signed by 71% of the property owners,
meeting the requirements of Chapter 27 of the Improvement Act of
1911.
Background
During the 1981-82 budget sessions, Council appropriated $100,000
for street lighting projects. To date, no funds have been
encumbered on any project.
It is City Council policy for the City to pay for 1/2 the cost of
street lighting construction in residential areas. The estimate
for the City's one-half of the cost is $13,375.00. The City's
share of the cost must be obligated at the time the contract is
awarded to ensure funds will be available at the end of
construction. The attached Resolution allows for bonds to be
issued at 7% interest for any unpaid assessments over $150.00.

Prior to calculating the assessments on this project, staff will
submit a report on the method of assessing corner properties.
The citizens revised the petition to state, "If the estimated
cost should exceed twenty percent (20%) of the amount shown
below, this petition shall be null and void." In accordance with
recent street lighting contracts, staff feels that the estimates
provided to the citizens will be more than adequate to cover any
bids received.
Recommendation
It is recommended City Council accept the attached petition and
approve the attached Resolution, establishing the proposed
district under Chapter 27 of the Improvement Act of 1911.

ETITION FOR 'IMPROVEMENT
Residential Street Lighting
October 20, 1981
We, the undersigned, hereby petition the Honorable City Council of the City
of Santa Monica, to initiate the proceedings necessary for the construction of
a High Pressure Sodium Street Lighting System in 25th Street between Pearl Street
and Ocean Park Boulevard under the provisions of Chapter 27 of the Improvement
Act of 1911. It is understood that the owners of property within the proposed
improvement district shall bear one-half the cost incidental to the performance
of the work. It is further understood that all such property owners may pay the
costs of said work either through a cash payment or through installment payments
bearing 7% interest paid semi-annually until the full amount is paid, and any
unpaid assessments shall become a direct lien against the particular property so
assessed.
The estimated cost as herein stated is the estimated cost of the proposed work,
including incidental expenses, at the time of initiating this petition. Since
considerable time may elapse between the circulation of this petition and the
actual construction, this estimate does not necessarily represent the actual
final cost of the completed work. IF THE ESTIMATED COST SHOULD EXCEED TWENTY
PERCcP!T (20%) OF THE AMOUNT SHOWN BELOW, THIS PETITION SHALL BE NULL AND VOID.
This petition is being circulated by Eugene D. Maas, 2519 - 25th Street. Please
