SUBJECT: Accept Petition and .Set Public Hearing for December 8, 1481,
on the Street Lighting Petition: 200 Block oi` Eyelid Street
Introduction
City Staff has received a petition for installation of street lighting on
the 200 block of Euclid Street. The .petition is signed by 7E% of the property
owners, meeting the requirements of Chapter 27 of the Improvement Act of 1911.
Background
It is City Council policy for the City to pay for 1/2 the cost of street lighting
construction in residential areas. The estimate for the Ci;iy's. one-half of the cost is
$13,375.00. The City's share of the cost must be obligated at the time the
contract is awarded to ensure funds. will be available at the end of construction.
The attached Resolution of Intention allows: for bonds to be issued at 7% interest
for any unpaid assessments over $150.00.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA INSTRUCTING THE SUPERINTENDENT OF
STREETS TO GIVE NOTICE TO PROPERTY OWNERS TO
CONSTRUCT STREET LIGHTING ON EUCLID STREET
BETWEEN GEORGINIA AVENUE AND BRENTWOOD TERRACE,
ALL WITHIN THE CITY OF SANTA MONICA, AND OF ITS
INTENTION TO ISSUE BONDS PURSUANT TO STP.EETS AND
HIGHWAYS CODE SECTION 6400-6632
WHEREAS, there is a need to construct street lighting and appur-
tenant work on Euclid Street between Georginia Avenue and Brentwood Terrace,
all within the City of Santa Monica; and
WHEREAS, in accordance with. Section 5870 et seq. of the Streets
and Highways Code procedures exist to notify property owners of their duty
to construct or cause to be constructed the street lighting and appurtenant
work and to permit the Superintendent of Streets to construct the street
lighting and appurtenant work if not constructed or caused to be constructed
by the property owners; and
WHEREAS, a petition has been signed by the owners of more than 60%
of the front footage of the above-described block and fi ed with the City
Clerk requesting the instailat%on of such street lighting and appurtenant
works;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. Pursuant to Section 5875 of the Streets and Highways
Code, the City Council of the City of Santa Monica orders the construction of
street lighting and appurtenant work. on Euclid Street between Georginia Avenue
and Brentwood Terrace.

SECTION 2. Pursuant to Section 5876 of the Streets and Highways
Code, the Superintendent of Streets shall notify, in the manner required by
law, the owners of property along Euclid Street between Georginia Avenue and
Brentwood Terrace to construct or cause to be constructed street lighting
and appurtenant work.. The notice shall contain the information required by
Section 5879 of the Streets and Highways Code and shall also specify the
day, hour and place, as set forth in Section 3 of this Resolution, where the
City Council of the City of Santa Monica will hear and pass upon objections
or protests, if any, which may be raised by any property owner or other inter-
ested persons.
SECTION 3. Pursuant to Section 5878.1 of the Streets and Highways
Code, the City Council of the City of Santa Monica does hereby order and
declare that on the 8th day of December, 1981, at 7:30 P.;+1., in the Council
Chambers of City Hall, it will hear and pass upon objections or protests, if
any, which may be raised by any property owner or other interested person.
SECTION 4. The City Council determines that bonds shall 6e issued
and assessments collected pursuant to Streets and Highways Code Sections
6400-6632. The bonds shall 6e serial bonds and shall represent the security
of unpaid assessments, payable-over a period extending nine years from the
second day of January next succeeding the September 1st following their date.
The bonds shall bear interest at the rate of 7% a year, payable semi-annually,
SECTION 5. The City Cler[c shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in full force and
effect.
