City-staff is recommending that the .City Council authorize the implementation
of a Citywide street lighting and street landscaping assessment district in
accordance with the Landscaping and Lighting Act of 1972. This District, using
direct benefit assessments is proposed to provide all or a portion of the
revenue to finance the cost of maintenance and operations of street lighting
systems and landscaping in the City.
Background
The present cost to maintain street lighting and street landscaping is
$1,122,572 and is paid from the City's General Fund.
The preliminary assessments as shown in this report are based on a City con-
tribution of SOo of the total cost of the District. The City Council has the
option of raising or lowering the contribution, and may do so up to the time that
assessments are confirmed at the conclusion of the public hearing. The current
schedule is for the public hearing to be held on July 13, 1982. The Council may
continue the hearing if desired, but not later than July 27, 1982.
Method of Assessment
The assessments are divided into two benefit classes, General Benefit and Direct
Benefit. General Benefit is considered to be that which benefits the entire City,
such as lighting on major highways, safety lighting at intersections, median
landscaping, and citywide street trees. Normally, one half of the arterial and
lighting costs are spread as a general benefit and the other half as a direct
benefit to abutting properties. The General Benefit is spread equally among all
dwelling units, vacant parcels and Equivalent Commercial Units (E.C.U.) in the
Commercial/Industrial zones. An E.C.U. equals one per 1350 square feet of building
floor area on a specific parcel.

Direct Benefit is spread to those parcels which front on streets which have
street lighting, In residential areas, the assessment is per dwelling unit,
with multiple dwellings of from 2 to 4 units being assessed 850, per dwelling
unit, of the single family assessment, and those with S or more units 75o per
D,U. of the single family.
Commercial/Industrial parcels will be assessed in proportion to the square foot
area of building on the parcel.
It has been determined that 65% of the street lights in the City are on major
streets or at intersections. Based on this 32.5% of the total lighting cost
has been considered as General Benefit.
In apportioning the costs among residential and Commercial/Industrial zones, it
has been determined that approximately 60% of all lights are in residential areas.
However, the lights in business areas are normally of higher intensity and
therefore higher cost. It is estimated that this additional cost averages SOo
greater than the residential lighting. Based on this, the Direct Benefit cost of
lighting has been apportioned 50% to residential and SO% to Commnercial/Industrial
uses.
The areas within the City have been divided into zones, based on land use and
lighting, as follows:

A single family residential unit with. street lighting would be
assessed a total of $11.86 per year. A residential unit with
no lighting would be assessed $5.78. A 3-unit residential struc-
ture with lighting would receive an assessment of $10.95/unit and
a commercial office builindg of 10,000 square feet with. lightina
would be assessed $25.22 per each. 1350 square feet, or $201.76
per year.
Churches will be exempt. However, other not-for-profit organiza-
Lions will be subject to the assessment.
The City Redevelopment Agency should be assessed for parking
structures currently under agency ownership and for undeveloped
portions of property at the Ocean Park Redevelopment Project.
Recommendation
It is recommended that the City Council:
1. Adopt the Resolution Initiating Proceedings;
2. Adopt the Resolution Approving the Engineer's Report;
and
3. Adopt the Resolution of Intention. setting a Public
Hearing.
