SUBJECT: Authorization to Bid Marine Street Water Main
Introduction
The report describes the need to replace the Marine Street water
main and requests authorization to bid the project and
appropriation of monies for the project from the general fund.
Background
The Marine Street Water Main, from Lincoln Boulevard to Main
Street, was budgeted for replacement in the 1979-80 budget.
Staff prepared plans and specifications and received bids for
this project in May 1980. On July 8, 1980, Council questioned
the pipe material to be used on the main. replacement, rejected
all bids and directed staff to prepare a report on the pipe
material. A staff report discussing the qualities of the pipe
was received by Council on October 14, 1980. Council then
authorized staff to re-advertise the project as first designed.

Staff believes the construction of the Marine Street water main
should be undertaken this fiscal year as the main is more than 50
years old. Because of the aqe of the line, the water main could
begin leaking or could burst at any time. It is in the City's
best interest to complete the work as soon as possible to avoid
any potential liability or increased costs due to further repairs
if the main should break. The cost of this line is estimated to
be approximately $400,000.
Recommendation
It is recommended Council appropriate $400,000 from. the General
Fund .Reserve for Capital Improvements for construction of the
Marine Street water main artd authorize staff to obtain bids for
same and that the Water Fund return the principal and maximum
legal interest in the next fiscal year.
