SUBJECT: Recommendation to Waive Formal Bid Procedure for
Organic Analysis of We11 and Drinking Water Samples
for the period of July 1, 1981 through June 30, 1982
Introduction
Tbis report concerns sole source procurement for Water Analysis
in the estimated amount of $15,000,00 including applicable sales
tax, Funds for this purchase have been budgeted in account number
b3130,000.
Background
Research by Staff has determined G7est Coast Technical services
to be the most accurate Laboratory for Water Analysis: Con-
sequently their services are currently being used by the City. A
change of testing Laboratories at this point would necessitate
additional time and expense to recalbrate the city's testing
equipment, thereby qualifying this as a sole source procurement
under section 2508 of the Santa Monica A4unicipal Code,
Reconunendation
It is recoiiuaended that the City Council waive formal bidding pro-
cedures for this service and that the City D4anager be authorized
to execute a purchase agreement with GJest Coast Technical Services,
