SUBJECT: Resolution Requesting State Health Department
to Approve Six New Wells
Introduction
This report requests a resolution from the City Council to make
application to the State Department of Health Services for
alteration of the City`s water supply by the addition of six
water wells.
Background
California State Law requires that all water purveyors make
application to the State Department of Health Services, Sanitary
Engineering Section, for permission to alter their water supply.
Drilling, equipping, and utilizing a water well is considered
altering our water supply. The City has six wells in various
stages of development (Santa Monica Wells 1, 4, 5 and 7 and
Charnoek Wells #16 and #17) which will require licensing for use,
The impact on water quantity which will occur when the six wells
are placed in service will be an improvement, in that there will
be less imported water required and, thus, lesser amounts of THM.
Santa Monica Wells No. 1, 5 and 7 have been tested and found to
contain no TCE or other similar contaminants. Santa Monica Well
No. 4 was recently drilled as approved by the City Council and
is currently being pump-tested and equipped. Well No. 4 contains
less than one part per billion of TCE. Charnoek Wells No. 16

and 17 are in a residential area. No organic contaminants
have been found in any of the Charnock Wells, including these
two.
The application. procedure requires an application Cform attached),

Section.
Recommendation
Staff recommends that the City Council approve a resolution
requesting State approval for licensing of the following wells:

Santa Monica #5
Santa Monica #7
Charnock.#16
Charnock #17
