INTRODUCTION
This report transmits for second reading and adoption

an ordinance regulating the floor areas of buildings in
commercial zones.. This ordinance was amended and reintroduced
by the City Council at the November 27, 1979, meeting as Item 8A.
BACKGROUND
This ordinance has been considered by the Council at
its September 11, October 23, November 13, and November 27,
meetings. The ordinance as reintroduced contains two
differences from the version introduced at the November 13
meeting: (1) The permissible floor area ratio for all
CA, CP, and C-4 Districts is established at 3.3 x the commercial
lot area, rather than the previous "3 times" ratio.
(2) The Council clarified its intention to exclude from
computation of permitted floor area any area devoted to
parking below the first floor level.
The pros and cons of the various alternatives have been
fully explored in previous staff and commission reports and
at the various public hearings and are not repeated here.
ALTERNATIVES
The Council may adopt the ordinance as introduced,
modify it and reintroduce it, or reject it.
RECOMMENDATION
It is respectfully recommended that the Council
adopt the ordinance as reintroduced. If the Council
determines to modify the ordinance, it should reintroduce
it, and set it for second reading at a future meeting.
