sr-010880-6kT0: FROM: SUBJECT: Introduction Santa Monica, Califo;,,ia, December 27, 1979 Mayor and City Council City Staff ~a~~ ~ 1~€ Submission of a Grant Assistance Application to the Federal Urban Mass Transportation Administration for the Purchase of Six Buses The initial step in submitting an application for federal urban mass trans- portation funds is to authorize the City Manager to file such a document and to set the date for a public hearing on the application, This report requests that the City Council do this to enable the Transportation Department to receive federal grant funds for the purchase of six new transit buses equipped with fare- boxes and two-way mobile radios, Background Under Section 5 of the Urban Mass Transportation Act of 1964, as amended, the City's Transportation Department is eligible to receive funds to assist in the purchase of new transit buses. This grant must be matched by a local contri- bution of 200 of the gross project cost, This application for capital assistance will help the Department purchase six new transit buses, including fareboxes and two-way radios, Three of the buses will be used to implement the extension of service on Line #3, recently approved as part of the City's agreement with the Southern California Rapid Transit District, The other three will be used for other service improvements to help meet the growing ridership, The Los Angeles County Transportation Commission(LACTC) has already approved the purchase as part of its Transportation Improvement Program (TIP) review process and has allocated Transportation Development Act(TDA) funds to the Department to fund the local share, The gross cost of the buses is estimated to be $996,000, of which $796,800 will be the federal share. No City general funds will be used, To; Mayor and City Council z2~ December 27, 1979 By authorizing the Lity Manager to file the application, the Manager can officially submit it to the LACTC and to the Southern California Association of Governments for tfieir final review and approval after the completion of a public hearing, Alternatives 1. The City Council may choose not to authorize the filing of the application.. The City would then lose the benefit of a possible $446,000 in federal transportation funds. 2, The City Council can authorize the City Manager to file the application. with the federal Urban Mass Transportation Administration by approving the attached resolution and set a date for Holding the public hearing on the application. Recommendation City Staff recommends that the City Council authorize the City Manager to file the application by adopting the attached resolution, and the Council set a public hear- ing date of February 21, 1480.
