Subject: Provide CARB CNG Service Truck
Recommended Action
Staff recommends that City Council authorize the City Manager to award bid #2994 to
Thorson Motor Center for the purchase and delivery of one CARB Certified CNG
powered service truck with utility body as required by the Big Blue Bus in the total
amount of $112,303.55.
Executive Summary
In accordance with City vehicle replacement program, one service truck is due for
replacement; Thorson Motor Center is recommended to provide the vehicle at a cost of
$112,303.55.
Background
The compressed natural gas (CNG) powered service truck will be used by Big Blue Bus
Transit Mechanic's to perform repairs when a bus breaks down in route. The repairs
made with this vehicle will range from jump starting, repairing check engine/stop engine
trouble lights, transmission problems, front and rear door malfunctions, and radio, fare-
box and camera systems problems to tire replacement. This service truck will enable
maintenance staff to quickly get vehicles back on the road and in service. The truck will
carry coolant, engine oil, and transmission oil. It will be equipped with a jump start
system and compressed air compressor and warehouse small parts need for repairs.
Essentially, anything needed to complete aroad-call in a timely. and efficient manner
would be on-board this truck. The design of this truck makes it safe and efficient to
operate in the City's streets. Also, the design takes into consideration the heavy duty
usage of the truck and provides for a service vehicle that will last approximately 10

years. This truck will replace one 2001 CNG powered truck which is no longer cost
effective to maintain and is part of the Vehicle Replacement Program.
Discussion
The CNG service truck will replace a vehicle scheduled for replacement, and is funded
through the BBB Service CIP Account. The vehicle will be used to repair buses in route
by Transit Mechanic I/II's.
Vendor Selection
In November 2009, the City published Notices Inviting Bids to furnish the desired
service truck to the Big Blue Bus in accordance with City specifications. The bid was
posted on Planet Bids and notices were advertised in accordance with City Charter and
Municipal Code provisions. Three bids were received and publically opened on
December 7, 2009 per Attachment A. Thorson Motor Center was the lowest responsive
bidder per provided specifications, and is recommended.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Thorson Motor Center is $112,303.55.
Funds are included in the FY 09-10 budget at account 0410115.589000.
