SUBJECT: Appeal of Planning Commission's Denial of an
Extension for Tentative Tract Map No. 36499,
20 Unit Condominium Conversion, 927-933 - 11th
Street, Santa Monica, Hong-Hway Chen et al.
Introduction
This report recommends the City Council .uphold the action of
the Planning Commission in denying an extension of a Tentative
Tract P4ap covering a proposed 20 unit condominium conversion.
Background
On March 5, 1979 the City Planning Commission approved a Tenta-
tive Tract Map £or conversion of an existing 20 unit apartment
building to condominiums. The approval was conditioned on
several specific requirements including the installation of se-
curity gates, deadbolts, smoke detectors, roof repair, plumbing
repairs and waterproofing balconies. On February 11, 1980 the
applicants requested an extension of the Tentative Tract Map
which would expire on March 4, 1980 for failure to file and record
a Final Map. On March 3, 1980 the Planning Commission denied the
request for extension because much of the work had not been com-
pleted.

Alternatives
In the matter of an appeal from the action of the Planning
Commission by the subdivider, the City Council may affirm,
reverse or modify any decision of the Planning Commission and
the action of the Council shall be final.
Recommendation
In view of the lack of completion of a substantial amount of
the work required, it is respectfully recommended that the appeal
be denied and the action of the Planning Commission affirmed.
