Introduction
This report transmits a request by the subdivider for approval
of four Final Tract Maps on the proposed conversion of four
existing apartment buildings in the Coastal Zone between Wilshire
and Montana Avenue.
Background
In June 1978 the Tentative Tract Maps were approved for the
conversion of four large apartment houses owned by the V & S
Development Company. The buildings range in size from 34 to 48
units and are located at 801 Second Street, 901 Third Street,
950 Fourth Street and 315 Montana Avenue. In May 1979 a one year
extension of the Tentative Tract Maps was granted. The properties
are located in the Coastal Permit Zone and on September 17, 1979
the Coastal Commission denied approval of the conversions. The
applicant has not complied with the conditions imposed on the
Tentative Map because completion of the work would reasonably
require vacation of the apartments. The applicant now seeks to
enter into an improvement contract with the City to guarantee that
the improvements will be completed before sale of the units,-receive
approval of th~;Final Maps and then wait untal changes in Coastal
or City laws might accommodate conversions.

Recommendation.
Inasmuch as the conditions have not been met, the Coastal
Commission has denied the conversion and the City is in the
process o£ adopting new condominium conversion regulations
which would most certainly conflict with the conditions imposed
two years ago, it is respectfully submitted that no significant
purpose would be achieved by granting a Final Tract Map which
in all probability may never be used. Abetter alternative
would appear to extend the Tentative Map for an additional
year on condition that during the period the applicant obtain
approval o£ the Coastal Commission and Rent Control Board and
failing that the maps be allowed to expire.
